2. Subsidized Employment <br /> a. Description: Subsidized employment will be the next most desirable <br /> activity that Work First employment services recipients will be <br /> directed toward. In Cabarrus County, Wage Supplementation will be <br /> utilized, where the cash amount of the Work First Cash Assistance and <br /> Food Stamps will be frozen and diverted to supplement a wage paid to <br /> a recipient. This will last no longer.than 12 months. <br /> b. Provision: Services will be provided primarily by DSS and ESC in <br /> order to develop and enroll Work First recipients into wage <br /> supplementation. An agreement will be developed for this purpose. <br /> c. Contribution to meeting of goals: The subsidized employment <br /> emphasis will have a significant impact on meeting several state and <br /> local Work First goals, and will include: <br /> · Adults entering employment <br /> · Meeting both Federal Participation Rates <br /> · Providing employment services <br /> · Employed 6 and 12 months after leaving Work First <br /> <br />e <br /> <br />Job Search <br /> a. Description: Job Search is an activity that begins the day the potential <br /> Work First recipient comes to DSS. It is addressed by the Social <br /> Worker in the New Focus assessment, and the potential recipient is <br /> seen by an ESC Consultant before leaving the agency, or prior to <br /> applying for any benefits. Once the individual is ~a recipient, Job <br /> Search is pursued to ensure that work is sought diligently. <br />b. Provision: This service is directed by the Employment Social Worker, <br /> and the client reports to both the social worker and ESC Consultant on <br /> a regular basis, usually weekly. This emphasizes the importance of <br /> this activity, and reinforces the fact that someone is closely monitoring <br /> the recipient to ensure that they are indeed searching for work. <br />c. Contribution to meeting of goals: Job Search has an impact on <br /> several goals. These include: <br /> · Adults entering employment <br /> · Meeting both Federal Participation Rates <br /> · Providing employment services <br /> · Prevention of welfare dependency <br /> <br />Job <br />a. <br /> <br /> Readiness <br />Description: Frequently, many Work First recipients have little or no <br />job history and need direction and training in more than job skills. <br />They need assistance in developing skills that can help them obtain and <br />maintain a job. These include resume and application skills, <br />interviewing skills, communicating, problem solving, crisis <br />management, assertiveness, parent training, time management, and <br />positive work and personal habits. <br /> <br /> <br />
