Be <br /> <br />Services. The Board of Commissioners does recognize that it is accountable <br />for its duties under the Work First Program. <br /> <br />Organization <br />Cabarrus County DSS has a comprehensive system for intercepting and <br />dealing with active and potential welfare recipients. It is addressed in the <br />following way for each function listed below. <br /> <br />1. Intake: As Employment Services staff are able, intake is accomplished <br /> through the New Focus effort in Cabarrus County. That is, when a <br /> potential Work First recipient requests cash assistance at the reception <br /> area, they are sent first of all to an Employment social worker, where they <br /> are assessed for needs and provided short-term services, when appropriate, <br /> to avoid an application for inappropriate cash assistance. Presently <br /> approximately 75% of potential applicants are diverted. The potential <br /> recipient is also assisted with locating a job with the assistance of a co- <br /> located ESC staff person, and Medicaid and Food Stamps, when <br /> requested. <br />2. Emergency Assistance: Emergency assistance is provided when there is <br /> an actual employment related crisis situation involving the family. <br /> Recipients are generally referred to the Crisis social workers for EA <br /> assessment and assistance. <br />3. Employability Assessment: The Work First social workers complete the <br /> Employability Assessment for those active Work First recipients who <br /> apply for and are now receiving Work First Cash Assistance. <br />4. Employment Services: Employment Services are provided by the Work <br /> First social workers. <br />5. Other Supportive Services: Other supportive services at DSS, are <br /> provided by other units in the Adult and Family Services Division. <br /> External supportive services are provided by the various agencies and <br /> departments named earlier in the Supportive Services Section. <br />6. Eligibility Determination: Eligibility determination is provided through <br /> the Intake and Review units of the Economic Services Division at DSS. <br /> Eligibility and employment services are separated functions in Cabarms <br /> County. <br /> <br />First Stop <br />As of July 1, 2002, Cabarrus County DSS entered into a contract with ESC for <br />the services of an out posted Employment Consultant I to provide ESC job <br />services to Work First recipients. That is the primary duty of the Employment <br />Consultant I. The Employment Consultant I will do 1st Stop registrations <br />when available. If workload does not permit or applicant does not wish to <br />wait, they can go to the local ESC office to complete 1st Stop. (A 1st Stop <br />Memorandum of Understanding between Cabarrus County DSS and ESC is <br />included in the Plan). <br /> <br />15 <br /> <br /> <br />
