mw

Child Care
Cabarrus County DSS will prioritize its subsidized child care funding in the
following manner, serving the mandated priority groups first:
· Families whose parents, foster parents, or other adults responsible for the
care of the child need childcare to maintain or seek employment.
· Families who need child care assistance to support child protective
services in order to remain in their own homes.
· Families who are responsible for the care of a child and need the care to
attend school or job training activities that lead to employment.
· Families who have children with developmental needs whose emotional,
cognitive, social or physical development is delayed or at risk of delay.
· As funding allows, families who are involved with child welfare services
who need child care assistance to prevent or remedy problems that may
result in the neglect or abuse of children, to prevent foster care placement,
to support family reunification, and to provide support in times of crisis.

Transportation
Transportation is the primary supportive service needed to enable Work First
recipients to seek and maintain employment. Cabarrus County DSS will make
every effc~rt to ensure that Work First recipients are able to access the
necessary transportation to allow them to seek, obtain, and stabilize
themselves on a job. "Stabilize" in this context refers to networking with
other employees at their place of work, family, friends, etc. to work out
permanent ongoing transportation after the DSS supportive transportation
ends. At present funding levels, Cabarrus County DSS will be able to assist
recipients with transportation during the time they are looking for a j ob, and
30 days beyond their date of employment.

Cabarrus County has a Transportation Coordinator operating out of the
Planning Department, wl~o oversees the work of the private contracted
provider for the human services transportation system, which is known as
Cabarrus County Transport System. Social Workers at DSS determine
eligibility for Transportation Services, enter eligibility information into a
database, which is accessed by County employed schedulers in the Planning
Department. The potential rider calls the scheduler, who in turn contacts
CCTS or another resource for transportation. Other resources are primarily
taxis.

It is estimated that there will be approximately $140,000.00 available for work
and work-related transportation during the 2-year period of 2003-05. Due to
those limits, it is doubtful that there will be funding available to support
transportation needs for former Work First recipients who are no longer
eligible and are working. We are unable to provide assistance beyond the 30
days.

16
