Maintenance of Effort (MOE) <br />The following activities, staff, and services will be funded through <br />Maintenance of Effort funding: <br /> <br />Activity Staff Services <br />All activities related All Employment Case Management, work <br />to Employment Services social related and participation <br />Services Work Staff expenses, transportation <br />Activities related to IM staff in Intake Initial and ongoing <br />Work First eligibility and Review units eligibility determination <br />Activities related to Social work and Emergency Assistance, GA <br />Crisis services IM staff in Crisis to families, CIP to families, <br /> Unit Service Intake to families, <br /> and Individual and Family <br /> Adjustment services <br />Child Care subsidy Day Care unit Child Care for Work First <br />and Administration social worker and families <br /> IM staff <br />Children's Services Child Welfare Foster Care-Case <br /> Staff Management, CPS-Intake <br /> and Investigative <br /> Assessment <br /> <br />Child Welfare Services <br />It is estimated that Cabarrus County DSS will devote $1.7 million of its Work <br />First Block Grant to Child Welfare Services. <br /> <br />VI. <br /> <br />Emergency Assistance <br />Cabarrus County DSS will operate an Emergency Assistance program that is <br />designed to get families through a work-related crisis situation. It will only get <br />them through the crisis, and it will be up to the family in consultation with social <br />work staff, to build upon the EA, and use it to move them toward a more stable <br />living situation. EA will be for short-term assistance only and will meet that <br />guideline in that it is: <br />· Non-recurring, and designed to deal with a specific episode of need. <br />· Not intended to meet recurring or ongoing needs. <br />· Not extending beyond four (4) months. <br /> <br />The main aspects of the Cabarms County EA program are as follows: <br />1. All funding for EA except for a 10% set-aside will be used for a documented <br /> work-related crisis situation. <br /> <br /> <br />
