VII. <br /> <br />o <br /> <br />In order to receive EA, there must be a minor child residing in the home. The <br />definition of age, kinship, and citizenship will be the same as in the Work <br />First program requirements. <br />Eligibility for EA will be based on 150% of the Federal poverty level. <br />The base period for computing gross income is the month prior to the <br />application for EA, unless a change has occurred in hours, employment, or <br />pay. <br />There will be a $300.00 maximum assistance payment per family during the <br />fiscal year. <br />The family applying for EA must have at least one employed adult member or <br />one disabled adult member of the household. <br />The family budget must show that the family can maintain ongoing bills once <br />EA is given. If this is not the case, EA may not be appropriate. <br />Budget counseling will be provided on each EA application. <br />Services to be provided through EA are as follows, when there are emergency <br />needs, and are directly related to obtaining or maintaining employment: <br />· Car repairs, including tires <br />· Emergency housing for victims of family violence <br />· Temporary housing for displaced families in a crisis situation <br />· Past due rent (must have an eviction notice) <br />· Licenses deemed necessary for work and inability to get license will <br /> jeopardize employment <br />· Utility expenses (must have disconnect notice) <br />· Transportation assistance when needed to relocate (distance of relocation <br /> will impact ability to assist) <br />· Medical needs not covered by Medicare/Medicaid, when financially <br /> practical to pay for them <br />· Insurance premiums only when deemed an emergency to retain a job or <br /> lose health insurance coverage <br />· Fees only when deemed necessary to retain a job · <br />· Any other requests must have the approval of the Program Administrator <br /> and/or Director. <br /> <br />Services to low income families (under 200% of poverty) <br />Due to limited funding and numbers of families in need, Cabarrus County will <br />operate a limited service program to low income families who are not recipients <br />of Work First and are not determined to be in an emergency situation and in need <br />of Emergency Assistance. These services are designed to assist families with <br />some basic needs to stabilize their situation, and likely prevent an application for <br />public assistance.
