3. Develop trust between governments, for -profit organizations, and not-for-profit organizations that
results in increased collaboration.

Trust is a personalized relationship between individuals. There will always be issues that
divide the interest of individuals, public, for-profit and no-for-profit interests within any
community. County government strives to address opportunities that advance the
"public's interests" through collaboration with individuals and organizations when there
is benefit to the public. Many examples exist where collaboration has brOught beneficial
outcomes within Cabarrus County. Those examples serve as a foundation to build upon.

7. Expand the public-private partnership that involves local government and the Chamber of Commerce
to implement and communicate the Vision Plan.

The county will have multiple roles in the Envision process. However, community
volunteers and corporate leadership should be Envision's cornerstone for the future.
Envision should not become just another 'government' funded or administered program.
It must be a community program if it is to merit citizen support and commitment.

PRIVATE LEADERSHIP OVERVIEW:
Private sector leadership is community leadership. Without the involvement of
individuals there is no community. Leadership takes many forms and involves every
level of community structure.

There are no 'exclusive' qualifications for leadership. Leadership requires commitment
and character. Everyone can assume some level of community leadership if commitment
can be given to the tasks before them.

Cabarms County has a history of corporate citizenship and private sector commitment to
community progress. Individuals with leadership potential and desire should be
encouraged to become involved in any manner that makes full use of their talent,
personal character and willingness to commit.

CC: ENVISION

15
