Efforts should <br />more closely collaborate on federal and state financial assistance requests recognizing <br />citizens of the municipalities are also citizens of the Cabarms County. <br /> <br />12. ensure that real estate taxes are equitable and fair for farmers and the elderly that are on fixed <br /> incomes. <br /> <br />Cabarrus County remains committed to equity of property values and taxation. There are <br />limits imposed on how these issues are addressed. The county follows state statutes and <br />maintains accurate evaluation systems. Routine reevaluation of property values ensures <br />that land values remain at or near market rates. Exemptions authorized by state law are <br />advocated for those qualifying. <br /> <br />Fairness in application of values and land use regulations encourages equity among land <br />uses and owners. <br /> <br />It is the stated policy of the County Commissioners to maintain the lowest practical <br />property tax rate possible without diminishing the quality or level of county services. <br /> <br />GOVERNMENT OVERVIEW: <br />Good government is a function of several interrelated factors. Responsible elected <br />leadership, qualified professional management, dedicated workforce statTmg and an <br />informed and involved citizenship. Voter participation, volunteerism for advisory and <br />appointed regulatory boards, awareness and a sense of community are the obligations of <br />an involved citizen. Local government will be as good and responsive as citizens require. <br />Citizenship carries responsibilities. Cabarrus County encourages citizen involvement, <br />participation and commitment. <br /> <br />VI. PRIVATE SECTOR LEADERSHIP <br /> <br />encourage our leaders to take their turn in providing government leadership by accepting board <br />appointments and running for elective office. Appreciate and support these leaders during their terms <br />of office as the inevitably experience the conflicts and challenges of making difficult decisions in the <br />best interest of the community at large. <br /> <br />Government service is challenging and can be controversial. That. controversy comes <br />fi:om the nature of issues addressed. Unfortunately, some controversy is created <br />unnecessarily by those that may profit directly or indirectly fi:om the results. Government <br />can be a target for the personal frustrations of individuals. Those serving in local <br />governments either as elected or appointed officials, volunteers or paid staff are also <br />citizens of the community at large. Citizens should not be targets just because they <br />become involved in one manner or another with local government service. <br /> <br />Local governments are the closest to the people. They are the people. Local public <br />service should be a prideful and enjoyable experience. It can be if all involved are treated <br />with respect and civility. <br /> <br />14 <br /> <br /> <br />
