The county operates a "government" cable channel to interface with the public. A <br />county information coordinator receives information from all county departments and <br />agencies and distributes that information to media and press outlets. Public information <br />printed brochures and handbooks are made available through numerous county outlets. <br /> <br />"Informing" the public is a challenge. The county is continuously exploring new <br />opportunities and options. The Cabarrus County Arena and Event Center will offer a <br />new venue for public interaction. Methods to reach the public will be pursued. <br /> <br />9. Expect that all government officials and employees will be considerate, courteous, ready to listen and <br /> customer friendly to its citizens, businesses and organizations. <br /> <br />All Cabarrus County employees are routinely exposed to public interaction. Strong <br />emphasis is placed on "customer service and relationships". Training programs and staff <br />development focus the importance of respect and responsiveness in addressing public <br />inquiries and requests. Most county employees are also citizens of Cabarrus County. <br />They know the importance of fostering positive relationships on and offthe job. <br /> <br />By nature of some governmental functions, there will be situations and 'circumstances <br />where some form of negative interaction between county staff and the public will occur. <br />Enforcement of various regulations and laws may put the actions or personal interest of <br />an individual in conflict with the county. In each case, county staff are encouraged and <br />trained to maintain a professional and respectful approach. <br /> <br />I0. C~ns~lidate g~vernment services within g~vernment ~rganizati~ns where ef~c~ent and e~ective. <br /> <br />Cabarrus County each fiscal year evaluates organizational changes that merge functions <br />where it makes financial and service delivery sense. Staff meets regularly to discuss <br />projects and programs. Through those meetings commonality of intention is addressed. <br />The county is a leader in encouraging merger and consolidation of public service <br />functions with other loCal governments in Cabarms County. <br /> <br />Since 1996, animal control, libraries and.some recreational activities have been <br />consolidated to improve service, and economize on public costs. There are other obvious <br />areas of potential cooperation and consolidation that can be evaluated. The public's <br />interest should supercede jurisdictional vesting in programs and service. Local <br />governments should pursue effective public service delivery as a genuine goal. <br /> <br />I I. Ensure that Cabarrus governments receive their fair share of all types offederal and state government <br /> funding consistent with the Vision Plan. <br /> <br />It appears that Cabarrus County and its municipalities do not achieve equity in receiving <br />federal and state funding for programs and projects important to the community as a <br />whole. Major elements of the Vision Plan require financing allocations beyond local <br />resources. That means that we must be more aggressive and competitive in seeking <br />federal and state assistance. Political realities require active solicitations by the county <br />and cities in a unified and coordinated manner. State and federal officeholders <br />representing Cabarrus County need to be aware of our needs and given assistance in <br /> <br />13 <br /> <br /> <br />
