(County Government) <br />ALL county departments are committed to these fundamental foundations of public <br />service. <br /> <br />4. Use the latest communication technology to develop citizen participation in government. <br /> <br />(County Commission and County Departments) <br />Cabarms County maintains an advanced communication network for public use and input <br />relating to county government. The county operates a CATV channel for replay of <br />County Commission and School Board meetings. Public government programming is <br />routinely scheduled for regular broadcasting. The county operates a network of web sites <br />to inform the public and respond to inquiries. Email and telephone numbers are provided <br />in a number of ways for direct access to department heads, elected officials and key staff. <br /> <br />Cabarrus County is the only local government to broadcasting meetings to the public. <br /> <br />6. develop a regulatory environment that nurtures the growth of existing business and encourages the <br /> start up and growth of new businesses. <br /> <br />(County Government) <br />Cabarrus County has taken a path to limit local government regulations to levels that are <br />less restrictive but protect public health and welfare. Flexibility in reviewing alternative <br />solutions and approaches to addressing regulatory requirements remains a fundamental <br />norm for county departments involved in these processes. OUR goal is not so much to <br />regulate as it is to assist businesses in complying with state and federal mandates and <br />guidelines. Staff is encouraged to assist and direct clients toward solutions that have <br />positive cost-benefit outcomes. The county avoids regulation for the sake of regulation. <br /> <br />Maintain government that is receptive and adaptable to the fast-paced changing global environment. <br />Implement e-government that increases connectivity, sharing of data between all organizations and <br />provides the most efficient services. <br /> <br />(County Government) <br />Cabarrus County has an in-house Technology development group and support personnel. <br />Efforts to extend the parameters of e-government are on going. Each agency and/or <br />department of county government has its technology efforts coordinated through one <br />centralized group. We continue our efforts to be a coordinated and effective <br />organization. Alternative methods of interfacing with the public through available <br />technology are evaluated and implemented accordingly. <br /> <br />County efforts to "connect" the public via "public" terminals at libraries and the <br />department of aging offer opportunities for those without personal computers. We are <br />attempting to interface the county's databases via our computer systems and cable <br />television channel to offer more direct public access and involvement. <br /> <br />8.
