The county participates in several regional organizations with the intent to deal with issues that ignore geographic boundaries. Opportunities to expand those efforts can be pursued when appropriate. E. Housing 1. Encourage home ownership through the development of affordable housing programs. (County Commission, Planning Services, Aging, Public Safety Services and other appropriate management staff.) The county through a variety of federal and state programs supports efforts to improve upon the condition and availability of affordable housing (including Mobile Homes). Land use regulations within the county promote alternatives that attempt to keep development costs constant and relevant to housing pricing. The County actively pursues housing code violations to ensure the 'safety' of housing inventories. County staff and County Commission members are actively involved in the non-profit corporation called the CABARRUS HOUSING PARTNERSHIP. The organization is a combination of local governments, private non profits, private sector business people have joined together with a state goal to eliminate all substandard housing in Cabarrus County by 2020. V. GO VERNMENT I. Encourage all levels.of government in Cabarrus to endorse the Vision Plan and provide the leadership and resources to implement the Strategies, Visions, and Key Benchmarks and use the Core Values in guiding decision-making. (County Commission, County Departments and Agencies) The County Commission has formerly endorsed to Envision concept and provided a significant proportion of the initial two-year funding commitment. Encourage the election of innovative, diligent, intelligent public officials who will service with honesty and integrity. Encourage our best citizens to run for office. Encourage salaries for public offices commensurate with the job requirements. (County Commission) The County Commission actively recruits county citizens to become involved in county government through appointments to advisory and oversight boards, committees and organizations that support county government. Active involvement can give citizens an in depth exposure to county government and issues associated with local governance. The County Commission has established a staff'mg compensation plan based upon competitive market conditions. The county's compensation plan is evaluated every two years for internal and external equity and competitiveness. 3. At all levels maintain effective, efficient, accountable, and accessible government that serves with integrity, fairness and compassion. 11
