The county participates in several regional organizations with the intent to deal with <br />issues that ignore geographic boundaries. Opportunities to expand those efforts can be <br />pursued when appropriate. <br /> <br />E. Housing <br />1. Encourage home ownership through the development of affordable housing programs. <br /> <br />(County Commission, Planning Services, Aging, Public Safety Services and other <br />appropriate management staff.) <br /> <br />The county through a variety of federal and state programs supports efforts to improve <br />upon the condition and availability of affordable housing (including Mobile Homes). <br />Land use regulations within the county promote alternatives that attempt to keep <br />development costs constant and relevant to housing pricing. The County actively pursues <br />housing code violations to ensure the 'safety' of housing inventories. <br /> <br />County staff and County Commission members are actively involved in the non-profit <br />corporation called the CABARRUS HOUSING PARTNERSHIP. The organization is a <br />combination of local governments, private non profits, private sector business people <br />have joined together with a state goal to eliminate all substandard housing in Cabarrus <br />County by 2020. <br /> <br />V. GO VERNMENT <br />I. Encourage all levels.of government in Cabarrus to endorse the Vision Plan and provide the leadership <br />and resources to implement the Strategies, Visions, and Key Benchmarks and use the Core Values in <br />guiding decision-making. <br /> <br />(County Commission, County Departments and Agencies) <br />The County Commission has formerly endorsed to Envision concept and provided a <br />significant proportion of the initial two-year funding commitment. <br /> <br />Encourage the election of innovative, diligent, intelligent public officials who will service with honesty <br />and integrity. Encourage our best citizens to run for office. Encourage salaries for public offices <br />commensurate with the job requirements. <br /> <br />(County Commission) <br />The County Commission actively recruits county citizens to become involved in county <br />government through appointments to advisory and oversight boards, committees and <br />organizations that support county government. Active involvement can give citizens an <br />in depth exposure to county government and issues associated with local governance. <br />The County Commission has established a staff'mg compensation plan based upon <br />competitive market conditions. The county's compensation plan is evaluated every two <br />years for internal and external equity and competitiveness. <br /> <br />3. At all levels maintain effective, efficient, accountable, and accessible government that serves with <br /> integrity, fairness and compassion. <br /> <br />11 <br /> <br /> <br />
