IV. INFRASTRUCTURE <br />A. Transportation, Water, Sewer and Other Utilities <br />I. create and implement a countywide comprehensive plan that creates a long-term sustainable water <br /> supply and adequate water and sewer facilities through regional cooperation of all local units of <br /> government to meet the growth anticipated by the Benchmarks. <br /> <br />(County Commission, Planning Services, WSACC .and other local governments) <br /> <br />The County was instrumental in pursuing a regional water and sewer organizational <br />structure (WSACC) to deal with utility infi:astrueture. Success in dealing with sewer <br />treatment needs to be extended to Water supply and treatment. WSACC was a role <br />player in developing a master plan for water and sewer needs. Management and <br />implementation strategies are yet to be refined into workable outcomes. <br /> <br />B. Growth Management <br />1. create and implement a countywide comprehensive land use and infrastructure plan to meet growth <br /> anticipated by the Benchmarks. <br />· the service quality and reserve capacity desired by the citizens of Cabarrus County will be determined <br />for each element of the land use and infrastructure plan. <br /> <br />(County Commission, Planning Services, Public Safety Services and other impacted <br />County Departments) <br /> <br />Efforts to establish measurable guidelines relating to county services are continually <br />pursued. Planning Services forecasts school enrollment growth and anticipated school <br />construction needs. Other departments utilize the population and location data produced <br />by Planning Services to project additional facility and staffing needs as well as facility <br />placements. <br /> <br />C. Environment <br />1. ensure that the air. and water quality regulations are met on a continuous basis to protect our citizens' <br /> health and so that federal financing sources for infrastructure funding is not lost. <br />2. Encourage countywide recycling, water conservation including highly treated wastewater used for <br /> irrigation or other non-potable uses. <br /> <br />(County Commission, Planning Services, Public Safety Services and Solid Waste <br />Management) <br /> <br />The County has recycling centers at strategic locations and implemented a permanent <br />location for disposal of household hazardous waste and white goods. Environmental <br />issues are addressed through plan review, erosion control and building permitting <br />processes. Regulatory alternatives are routinely explored and presented to the County <br />Commission for review and consideration. <br /> <br />D. Regional <br />1.
