3. Develop and implement a continuous public relations campaign that communicates the Cabarrus sense
of community. Use state-of-the-art communication channels.

(County Commission, Aging, Cooperative Extension, EXPO,DSS, Planning Services,
Library System, and EXPO)
County departments and employees value all people by a commitment to public service
delivery in "our" diverse community.

The EXPO project is designed to be a facility to bring the public together for social,
education and entertainment purposes. Festivals, the annual county fair, social functions
and gatherings of all sizes are envisioned for the facility. It will be operational in 2002.

Cabarrus County has several communication vehicles actively in use. Public information
is distributed through newsletters, press releases, the cable television government
channel, community meetings and various publications. Extensive use ofemail, the
Internet and community e-government options is being formulated for use. County
employees routinely participate in community groups interested in enhancing community
activities.

County departments are becoming 'Latino' friendly. Departments are pursuing
'conversational' language skills. Publications are translated. Outreach programs in
county services are extended to bring services to those facing language or cultural
barriers.

F. Social Services
1. deliver social services through our community centers throughout the community.

(County Commission, DSS, Aging, Library, Planning and Development Services)

County government is "the" public agency provider of social services. Without
interaction among a variety of county departments, municipal agencies, school systems
and community groups no service delivery system would work. There are opportunities
to co-locate or add to the use of existing facilities that offer service delivery points to the
public to be explored. Efforts to OPEN every public facility to greater use for a wide
variety of services should be pursued. It makes sense (cents) to use those options so
dollars can be used more effectively and efficiently.

QUALITY OF LIFE OVERVIEW
The county's mission statement testifies to that resolve: "enhancing the present to secure
the future by providing quality service to our diverse community". It is a motto
formulated and developed by employees and endorsed and adopted by the County
Commission. It is a commitment that resonates routinely throughout county departments
and programs.

9
