~ 4-H After School and 4-H SOS programs promote safe communities and proyide a <br />safe place for youth while parents are working during after school hours. <br />~ 4-H works with youth in their communities to provide safe, fun and educational <br />activities for youth that assist them in seeking a better way of life. <br />~' The county library system interacts with people to provide resources for enhancing <br />one's life style and enVironment. Specialized programs reach people of all ages. <br />I~ Citizen involvement in a variety of county 'advisory' boards, committees and task <br />forces seek to bring citizen input into the delivery of public services. <br /> <br />C. Health <br />I. Provide quality, affordable, and multicultural physical, mental and emotional health services for all <br />citizens that include education, prevention and treatment. <br /> <br />(DSS, County Commission, CHA, Aging, Parks, Development Services and Planning <br />Services) <br /> <br />l~ County departments routinely seek approaches to service delivery educate individuals <br />toward self-sufficiency and sustainability. DSS, CHA, Development Services, Aging and <br />Planning Services coordinate many programs aimed at addressing health issues. <br />~' A pm:tnership between public agencies and the private health care sector produced the <br />Cabarrus Health Alliance. Its mission is to enhance public health through the delivery of <br />affordable health care and health care education. <br /> <br />D. Recreation, Arts & Culture <br />1. implement community wide parks and recreation master plan that encourages the construction of active <br />facilities that serve the hosting of regional state and national tournaments. Provide the leadership for our <br />region to become the amateur sports center of the East Coast. <br /> <br />(County Commission, Aging, Parks, EXPO, Library and Planning Services) <br />Cooperation and investment among municipalities and the county are expanding <br />resources. Partnerships between the county, municipalities, non-profit groups and <br />volunteer organizations bring added recreational, art and culture opportunities to a wider <br />span of users. Further cooperation will bring more facilities and programs to a broader <br />base. A financial commitment by all involved is required to expand the existing options <br />available. <br />l~ The county's APFO requires the availability of resources in place to serve the need of <br />residents created by new development. Open space dedication and facility enhancements <br />are required of new development. <br />l~ A countywide facility master plan is in the formulation stages for recreational <br />facilities. A financial commitment of the involved parties will be required if the process <br />is to move forward. <br />~- Facilities are being developed to encourage tournament play in a variety of sports and <br />venues. Cooperation among interest groups needs to ensure opportunities are seized. <br /> <br />E. Human Relations & Sense of Community <br />I. Respect and value all people. <br />2.
