5. Provide information about available legal services. <br />6. Improve prison inmate's chances for successful rehabilitation by providing education and training <br /> for inmates. <br />7. Implement community-based and problem-oriented policing. <br />8. Implement proactive animal control education and enforcement to promote safety, health and <br /> quality of life. <br /> <br />(County Commission, Sheriff, EMS, Planning Services, Emergency Management, Public <br />Safety Services, County Court Support) <br /> <br />The Sheriff's Department has major role in law enforcement activities countywide. The <br />Sheriff is the chief law enforcement officer in the county. The County Commission <br />provides funding to assure adequate manpower and equipment. Along with municipal <br />police departments the Sheriff coordinates school safety considerations among the two <br />school systems. <br /> <br />Emergency Management responsibility countywide is delegated by state statute to the <br />Cabarrus County Emergency Management Coordinator. Bringing together municipal, <br />volunteers and state response agencies is a key responsibility of the co .unty. <br />Emergency response agencies routinely coordinate training activities for those situations <br />requiring multi-agency response. <br /> <br />The county provides jail space for inmates awaiting trial and for those convicted of a <br />crime but waiting space at a state institution. There is a need for more jail space. The <br />County Commission will consider options based on studies of operational costs, <br />construction alternatives and community needs. <br /> <br />The County Commission with the agreement of the Sheriff accepted countywide <br />responsibility for animal control enforcement. Pet ownership must stress accountability. <br />Far too many pets are euthanized annually. <br /> <br />B. Family & Youth & Senior Citizens <br />2. Involve faith-based institutions in Envision Cabarrus <br />3provide accessible and affordable childcare that helps prepare the child to be successful in school.. <br /> <br />(County Commission, Department of Aging, Parks Department, Library System, <br />Planning Services, Development Services, Cooperative Extension and Social <br />Services) <br /> <br />County Social Services works with faith based institutions to enhance the connection <br />between the agency and community groups. Interaction provides a direct link to citizens <br />within a familiar environment. Expansion of this relationship is being pursued when <br />considering satellite office locations for Social Service functions. <br />l~A significant role for the county involves DSS and Smart Start in support of improving <br />childcare options within the county. In partnership the two agencies along with many <br />public, non-profit and faith based community groups work together to enhance and <br />expand "quality" childcare opportunities. <br /> <br />7 <br /> <br /> <br />
