Increase the skills with our higher education institutions and productivity of our existing workforce through <br />enhanced relationships and programs. Prepare the emerging workforce through a new Technology High <br />School and increased opportunities for effective technical career training. The education and training <br />programs will be coordinated by a business advisory group to ensure the right skills are available for high <br />paying jobs. <br /> <br />(County Commission) <br />The County Commission will be responsible for funding a county Technical High <br />School. <br /> <br /> o <br /> <br />Use appropriate financial packages including economic development bonds to assist with financing. <br /> <br />(County Commission) <br />Determination of fmancial incentives for economic development purposes remains as <br />issue within the responsibility of the County Commission. <br /> <br />9. Enhance the Tourism and Visitor industry. <br /> <br />(County Commission) <br />The County Commission remains responsible for collection of a 5% hotel/motel tax. <br />That tax can be increased to 6%. 2% of the current 5% is designated for development <br />and/or operation of a publicly owned meeting/convention center facility. The remaining <br />3% is allocated toward Tourism marketing activities. The remaining 1-% has yet to be <br />enacted. (In FY02, each 1-% generated roughly $170,000.) <br /> <br />NOTATION: ECONOMIC DEVELOPMENT OVERVIEW: <br />The County Commission through its annual budget process develops several key <br />elements of county 'public' services aimed at enhancing community economic health. <br />Services like EMS, Planning, Recreation, Public Health, Cooperative Extension, Public <br />Finance and many others "ALL" focus on service delivery and customer satisfaction. <br />Through direct and indirect funding allocations, the County Commission retains a <br />commitment to community growth and economic vitality. <br /> <br />Business and Industry do not move to an area by chance. It is a very deliberate and <br />complicated decision. The County Commission's focus is to make Cabarrus County a <br />"best" place to be, with a goal to be attractive to outsiders while remaining conscious of <br />the needs of those that are already citizens here. <br /> <br />HI. QUALITY OF LIFE <br />A. Public Safety <br /> 1. Maintain a safe community for aH citizens that is free of crime. <br /> 2. Strive to eliminate domestic violence and drug abuse. <br /> 3. Provide a comprehensive plan to ensure the safety of all citizens, governments, and schools from <br /> all high-risk threats (natural or manmade). <br /> 4. Implement a comprehensive plan including training and compensation for fire safety and <br /> emergency services. <br /> <br />6 <br /> <br /> <br />
