Mr. Bobby Greene of Harrisburg Fire and Rescue stated the proposed new contract calls for Cabarrus County uo do the billing and administration, thus cutting the department's cost in half. He stated the proposed conUract with Harrisburg Fire and ~escue au the $103.00 per call charge would increase the amount of potential revenue =o Cabarrus County. Mr. Darryl Brooks of Mid-State Transport commented on his 15 years of experience in the a~bulance business, including 10 years of providing non- emergency transports in Cabarrus County with Char-Meck An~ulanoe Service. He also cited his company's successful operation of the Cabarrus County Transportation System (CCTS). There was no one else present to address the Board, and Chairman Freeman closed the public hearing at 10:20 p.m. Mr. James Sasser, Transportation Planner, reviewed the proposed addendum to the currenu transportation contract uo allow Mid-State to provide wheelchair/geri-chair/ambulatory transports as a part of the County's van transportation system. The cost would be $35.00 each way for the uransports. Chairman Freeman left the meeting for a short time. Vice Chairman Carruth presided in his absence. UPON MOTION of Commissioner Fennel, seconded by Cowmissioner Privette and unanimously carried, the Board approved the ~Interim Agreement for Provision of Non-Emergency Transportation Services" between Cabarrus County and Mid-State Transporu, Inc. for each transport at a base rate of 8109.00 and $2.75 for each documented loaded mile; and approved the "Addendum" to the current contract between Cabarrus County and the CCTS System and Mid-State Transport, inc. for wheelchair/geri-chair/ambulatory sea-vices at a cost of $35.00 per trip and $1.00 per mile surcharge for out-of-county transports. Further, the Board authorized the County Manager to execute the Interim Agreement and the Addendum on behalf of Cabarrus County. Chairman Freeman returned and presided over the remainder of the meeting. Resolution No. 2002-$7 Ordinance No. 2002-07 RESOLUTION A~D OP, DIN~NCE G~J~TING A NON-EXCLUSIVE FI~CHISE TO MID-STATE TP, ANSPORT, INC., FOR THE OPERATION AND REGULATION OF A NON-EMERGENCY AMBI~ANCE SERVICE WITHIN CABARRUS COUNTY, NORTH CAROLINA, PURSUA/~T TO THE TERMS OF THAT CERTAIN ORDINANCE ADOPTED SEPTEMBER 4, 1990, ~ CONSTI~"OTING THE FRANCHISE AGREEMENT REFERRED TO THEREIN WHEREAS, on September 4, 1990, the Board of Commissioners of Cabarrus County (the "County") adopted an Ambulance Franchise Ordinance providing for the granu of franchises for the operation and regulation of non-emergency ambulance service in Cabarrus County, North Carolina (the "Ordinance"); and WHEREAS, Mid-State Transport, Inc., has submitted its "Proposal for Cabarrus County" dated September 13, 2002 (the "Proposal"), to the County to operate a non-emergency ambulance service in Cabarrus County; and WHEREAB, the County desires =o approve and enter into this Resolution and Ordinance and Franchise Agreement (the "Resolution and Franchise Agreement"), granting a franchise to Mid-State Transport.
