CRAFTDEVELOPMENT <br /> <br />Date: November 4, 2002 <br /> <br />To: Ms. Kelly Sifford - Cabarrus County Planning Dept. <br /> <br />From: Dan Johnson - Craft Development <br /> <br />Subject: Advancing Adequacy in Cabarrus .County for Highland Hills Subdivision <br /> <br />Dear Kelly, <br /> <br />Due to the motion to delay the decision to approve the 320 lot Highland Hills Subdivision <br />by Commissioner Fennel at the October 21, 2002 meeting, so'the County Planning Staff <br />and Craft Development could discuss another alternative for advancements in school <br />adequacy, the following advancement of adequacy is offered <br /> <br />Craft Development agrees to pay: <br /> <br />$500.00 per lot toward school adequacy, which was the agreed upon figure <br />for the 226 lots that were previously approved and was stated in a previous <br />consent agreement with a prior developer by the name of Randy Wiggins. <br /> <br />At the meeting, Craft also asked to have the $35,000.00 that was agreed upon <br />previously to advance park adequacy be waived, due to the fact that the customized <br />plan includes play ground equipment and common open space.. <br /> <br />In addition to the above Craft Development agrees: <br /> <br />1. Not to develop 94 of the lots for a period of two years, which will give the school <br /> system ample time to make plans for additional adequacy in the future. Craft also <br /> agrees to pay $500.00 per lot toward school adequacy for these lots. <br /> <br />Note: Craft elected to pursue the development of this subdivision by using the standards <br />in the Customized SubdiviSion Section of the Development Or'dinance. The ordinance <br />was followed explicitly and 320 lots are allowed under the ordinance. <br /> <br />Note: I spoke with Leah Wagner from NCDOT, by phone, regarding the DOT driveway <br />permit. She stated that as per a letter, which I have in my possession, dated Nov. 6, 2000, <br />that the prior developer was informed of the requirements for a driveway permit. <br />The requirements included 270' approach and departure tapers on SR 1154, Piney <br />Church Road. The construction of a turn lane on SR 1153, Zion Church Road was no <br />longer required. (See Paragraph Below).
