Cabarrus County Public Safety Services <br />Report: Non-Emergency Ambulance Service <br /> <br />July 23, 2001 - Board of Commissioner granted a Franchise to Harrisburg Fire and <br />Rescue to operate a non-emergency ambulance service in Cabarms County. From that <br />date until September 30, 2002 Harrisburg Fire and Rescue did a very good job in <br />providing the service for Cabarrus County. <br /> <br />August 9, 2002 - Mike Downs, David Hampton, and James Sasser met with Chief <br />Greene, Deputy Chief Dunn, and EMS Cordinator of the Harrisburg Fire and Rescue <br />Department to discuss the county's non-emergency ambulance service. During that <br />meeting the representatives from Harrisburg Fire and Rescue gave a "State of the <br />Service" report. Their report noted concerns based on the low volume of calls requested, <br />their expenses per call, and the lack of payment by the service users; Harrisburg Fire and <br />Rescue was losing money every month. They also noted that in order for them to <br />continue to provide the service for Cabarms County there would need to be some changes <br />made. Chief Greene requested that we meet with the Board of Directors of their <br />department to discuss the future of Harrisburg Fire and Rescue's involvement in the <br />service. <br /> <br />August 22, 2002 - Mike Downs, David Hampton, and James Sasser met with the Board <br />of Direct°rs and the officers of the Harrisburg Fire and Rescue Department. Mr. Mike <br />Brown, Chairman of the Board of Directors reviewed the activity of the non-emergency <br />service for the last year. He stated that due to projected revenues have not proved to be <br />accurate and as a result their department has lost in excess of $200,000.00 over the last <br />year. Mr. Brown then stated that in order for them to continue to provide the service for <br />Cabarms County some changes would need to be made. He and the board offered several <br />alternatives at this meeting. All of which were discussed. When the meeting was ended <br />we were told that we would be getting something in writing describing what would be <br />needed for Harrisburg Fire and Rescue to continue to provide the county's non- <br />emergency ambulance service. <br /> <br />August 26, 2002 - Our office received a letter from Chief Greene of the Harrisburg Fire <br />and Rescue Department that outlined what had been discussed in previous meetings. The <br />letter also identified a proposal that stated that in order for Harrisburg to continue to <br />provide the non-emergency ambulance service, the following conditions must be met: <br /> <br />1. A $90.00 supplement on each non-emergency transport is to be paid to Harrisburg <br /> Fire and Rescue. <br />2. Cabarrus County will immediately begin all maintenance on Harrisburg Fire and <br /> ResCUe ambulances. <br />3. Cabarms County and Harrisburg Fire and Rescue will re-evaluate the supplement on <br /> a 12-month basis <br /> <br /> ounty <br />The letter went on to state that if the~(~oes not agree to these proposals that the official termination <br />date of their "Franchise Agreement" will be September 30, 2002. <br /> <br /> <br />
