Page -2- <br />Non-Emergency Ambulance Service' <br /> <br />August 29, 2002 - Frank Clifton and myself met to discuss the letter and its proposal. <br />Mr. Clifton instructed me to investigate the County's options concerning the future of its <br />non-emergency ambulance service. The following options were identified to explore: <br /> <br />1. Costs to the county to operate under the existing contract with the additional proposed <br /> conditions. <br />2. Costs to the county to bring the service in-house and operate the service as a county <br /> department or within the Emergency Medical Services Department. <br />3. Identify other transport companies that may be interested in providing the service <br /> within Cabarrus County. <br /> <br />August 30, 2002 - David Hampton and myself began to research each option and what <br />effects each would have on the county. <br /> <br />September 9, 2002 - Frank Clifton, John Day, Jonathan Marshall, James Sasser, David <br />Hampton, and myself met to discuss the findings of our research. David Hampton <br />explained what he had found including identifying another "transport" company that <br />would be interested in providing the non-emergency ambulance service within Cabarrus <br />County. This service was Mid-State Transport, Inc. After reviewing each option it was <br />recommended to Mr. Clifton to move forward with Mid-State Transport, Inc. <br /> <br />September 21, 2002 - The staff's f'mdings were given to the Board Commissioners with <br />the request for direction on how to prbceed. Representatives from Mid-State Transport, <br />Inc. and Harrisburg Fire and Rescue were present at this meeting to answer any questions <br />from the Board of Commissioners. After a lengthy discussion, the Board of <br />Commissioners gave our office the direction of proceeding with Mid-State Transport, <br />InC. <br /> <br />September 22, 2002 - October 20, 2002 - Our office proceeded to work with Mid-State <br />Transport, Inc. and Marilyn Porter, County Attorney in creating contracts and a formal <br />"Franchise Agreement". Mid-State Transport proceeded with interviewing and hiring of <br />personnel based' on the direction given by the Board to our staff. Marilyn Porter <br />proceeded with the construction of a contract and franchise ordinance in the name of <br />Mid-State Transport, Inc. Review and approval of franchise and contracts were placed <br />on the Board of Commissioners Agenda for the next meeting. <br /> <br />September 30, 2002 - Harrisburg Fire and Rescue discontinued providing non- <br />. emergency ambulance service within-Cabarms. County. <br /> <br />October 1, 2002 - Cabarms County Emergency Medical Services began to perform non- <br />emergency transport within Cabarrus County. This was done on a temporary basis until <br />the contracts could be drafted and approved with Mid-State Transport, Inc. <br /> <br /> <br />
