Page -3- <br /> <br />October 18, 2002 - Our office received a proposed contract from Harrisburg Fire and <br />Rescue to provide non-emergency transport in the county. This contract was almost <br />identical to the contract drafted for Mid-State Transport, Inc. with changes made to the <br />dollar amounts for each transport performed. <br /> <br />October 21, 2002 - Representatives from Harrisburg Fire and Rescue set up meetings <br />with Frank Clifton and myself to discuss their proposal. <br /> <br />October 21 2002 -Board of County Commissioners held a public hearing concerning <br />the approval of the "Franchise Agreement" with Mid-State Transport, Inc. The public <br />hearing was held with comments from Mr. Darryl Brooks of Mid-State and Mr. Bobby <br />Greene of Harrisburg Fire and Rescue. In addition to the public hearing the first reading <br />of the Franchise Ordinance was performed and the second to be done on November 18, <br />2002. Also, the Board of Commissioners approved unanimously to an interim contract <br />with Mid-State Transport, Inc. to begin providing the non-emergency transports within <br />Cabarms County until the second reading could be performed and the ordinance, <br />agreements and long term contract could be approved. <br /> <br />Final Notes: <br /> <br />1. Harrisburg Fire and Rescue made the original demands on Cabarrus County that <br /> initiated this whole process. <br />2. Staff was instructed to explore several options. The proposed option provides the <br /> opportunity for the county to experience some future revenues. <br />3. Mid-State has proceeded in good faith with setting up their resources to provide the <br /> service. <br />4. Harrisburg submitted a second proposal only after the Board of Commissioners gave <br /> the direction to proceed with Mid-State. <br /> <br /> <br />
