4. Consideration of Approval of the Joint Purchase of the james Patterson Property with <br />Cabarrus County - Cabarrus County (County) has agreed to purchase the 28.21 acre James <br />Patterson property, located on the southwest side of Lake Howell, for $564,200. A portion of <br />this property will be used to extend the Lake Howell buffer and help prevent development ~om <br />occurring in the critical area of Lake Howell. The County has requested that WSACC pay <br />$188,067 toWard the purchase of the acreage, which is one-third of the purchase price. This <br />Purchase is beneficial to' both the County and WSACC for the perpetual protection of Lake <br />Howell. <br /> <br /> Action taken: approved the joint purchase and ownership of the James Patterson <br />Property with Cabarrus County. <br /> <br />5. Consideration of Approval of An Ordinance to Amend FY 2002-2003 Bndget Ordinance <br />for the Joint Purchase of the James Patterson Property - An Ordinance to Amend FY 2002-2003 <br />Budget Ordinance is provided to appropriate $188,067 of additional Retained Earnings to <br />participate with the County in the joint purchase of the Patterson property. <br /> <br /> Action taken: approved An Ordinance to Amend FY 2002-2003 Budget Ordinance <br />to increase both Retained Earnings Appropriated and Capital Outlay-Land by $188,067. <br /> <br />6. Consideration of Approval of a Resolution for Adoption of Amendment No. 4 to the <br />Water and Sewer Authority of Cabarrus County and City of Charlotte 'Agreement - At the <br />October meeting, you approved staff's pursuit of Amendment No. 4 to the WSACC/CMU <br />Agreement. As you directed, staff met with Cabarms County, Concord and Harrisburg on <br />November 7 to formulate an agreement, which restricts connections to the Reedy Creek <br />Interceptor in order to control growth in the Reedy Creek Basin. A consensus was reached. <br />CMU has now completed the Mecklenburg portion of the design of these Interceptors and is <br />anxious.to begin the design of the Cabarms County portion. We request that you approve <br />Amendment No. 4 contingent upon approval by Charlotte. <br /> <br /> Action taken: approved Amendment No. 4 to the WSACC/CMU Agreement <br />contingent upon approval by Charlotte. <br /> <br />Additional Items added to the Agenda: <br /> <br />7. Consideration of Approval of ResolUtion of Acceptance - North Carolina Clean Water <br />Revolving Loan and State Grant Funds - Mt. Pleasant Water System Improvements Project - <br />The N. C. Department of Environment and Natural Resources (NCDENR), Construction Grants <br />and Loans Section, has offered us a $1,442,619 revolving loan for a period of 20 years at an <br />interest rate of 2.66% (annual debt service $93,944) and a grant for $1,644,181 for the Mt. <br />Pleasant Water System Improvements Project. NCDENR requires that we adopt a resolution to <br />accept the loan and the grant. <br /> <br /> Action taken: approved the Resolution of Acceptance - North Carolina Clean Water <br />Revolving Loan and Grant Funds for the Mt. Pleasant Water System Improvements <br />Project. <br /> <br /> <br />
