Troutman@ncacc. org] <br />Tuesday, '.November 26, 2002 12:46 PM <br />The ptax mailing list <br />[ptax] debt setoff <br /> <br />Dear Tax Community, as you may be aware, NCACC and NCLM just mailed <br />documents for the debt setoff program and its changes beginning Jan 1, <br />2003. For those participating counties and cities, a contract amendment <br />and its attendant materials were sent to your local debt setoff <br />coordinator. For counties considering participation, a new contract and <br />its documents were sent to your county manager (the League posted to <br />website and notified cities through blast'fax). <br /> <br />NCACC has also posted all documents on our website, ncacc, org under the <br />projects category. <br /> <br />In terms of program changes, we're pleased to report that counties and <br />cities can now combine debts less than $50 to meet the state-required <br />$50 minimum. With the invaluable help of Pete Rodda, we were also <br />successful in having legislation enacted to charge the debtor for the <br />$15 collection assistance fee. <br /> <br />While implementing these changes may cause some confusion and extra <br />work initially, we believe counties and cities now have a better tool <br />for debt collection. There are 2 training sessions to be held, which are <br />outlined in the introductory letter.
