COMPARISON AND ANALYSTS WITH EXISTING ORDTNANCE <br /> <br />ARTICLE 14 <br /> <br />Purpose: This article creates a method to review all major developments for the <br />adequacy, or availability of public service.s..'.It is intended to be used in <br />correspondence with the subdivision regulations as well as site plan review <br />provisions. The services that are reviewed based on this article are roads, water <br />supply and treatment, wastewater treatment, and public schools. Public services <br />and needs such as parks and open space are reviewed under different sections <br />of the ordinance. <br /> <br />This article replaces the adequate facilities-review currently employed during <br />subdivision review. The inclusion in the UDO permits the APF standards to be <br />applied to all major new development rather than just the developments that <br />meet the definition of a subdivision. It also more clearly defines the terms and <br />process used in that review. <br /> <br />Major Points Discussed: <br /> <br />Major Similarities/Differences: <br />Section 14.1 General Standards. <br />This section defines the terms and standards to be used throughout the article. <br />In addition it includes a listing of the review processes in which the adequate <br />facilities standards will be applied. This section is much more detailed and <br />specific than the application currently included in' the Subdivision Regulations. <br /> <br />Section 14.2 APF Processing Procedures <br />The framework for submission and review of applications for adequacy of <br />services and facilites is also and addition to current policy. APF standards are <br />currently applied as part of the subdivision review and analysis process. Thsi <br />section creates a detailed method for application, review, determination and <br />advancement of capacity. The last item is particularly important because it <br />addresses how developments may be approved and proceed when facilities are <br />not yet adequate. <br /> <br />Section 14.3 Criteria for Determination of Adequacy <br />The last section gives more specifics about each of the services that will be <br />reviewed. It includes a methodolgy for determining the effect of the proposed <br />development on existing and planned services. Each subsection also gives more <br />detail about when and how the standards will be reviewed. For instance, only <br />projects creating more that 2000 trips per day will be reviewed for adequacy of <br />roads to serve that development, and that level of service applied will be <br />dependent on the classification of the road from which the development gains <br /> <br /> <br />
