I ASARR SCOUNTYI <br /> NORTfl CAROHNA <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From: Kelly Sifford, AICP <br /> <br />Date: August 15, 2000 <br /> <br />Re: Evaluations of Bethel and Odell Elementary Schools <br /> <br />The Planning Staff met with several key staff members from Cabarms County Schools, <br />City of Concord Engineering, Cabarrus County. Parks and Recreation Department <br />regarding evaluations of the schools and potential reuses. <br /> <br />The City of Concord Engineering Department, which provides water and sewer services, <br />examined both sites. Bethel has access to water, however, thero is currently no sewer in <br />the area. It would cost approximately $90,000 to provide sewer to the site. There is <br />currently no sewer service at Odell. The nearest sewer line is at Rocky River which is <br />6,000 feet away from Odell School. A development has been approved adjacent to the <br />school site called Moss Creek. This development can provide sewer access, however, it <br />would be dependent on the speed of the development as to when the service would be <br />available. Cabarms County Parks and Recreation Department assessed the sites for <br />current conditions and costs to renovate. The Parks and Recreation Department <br />renovation costs are estimated at $343,500 for Bethel and $273,000 for Odell to rouse the <br />facilities for recreation. We have attached their full reports for your inspection. <br /> <br />We also contacted Martin Boai Anthony & Johnson regarding a full assessmenf of the <br />schools for existing conditions, determination and statement of the facilities capacity of <br />students with renovations. Additionally, a determination and statement of what addition <br />and renovations the facilities may need to accommodate 1,000 students will be provided. <br />This assessment will cost $13,500.
