12. LARC and ODA d~scussed overall project schedule. Construction will need to begin
in July 2001 in an effort to meet the completion deadline of September 2002.
Construction should be complete by mid July 2002 to allow for necessary move in
and occupancy. ,,

13. The project will most likely have to be released.for bidding in packages
corresponding to consUuetion sequencing in an effort to meet the overall timeframe.
Delivery of the structural steel meal building components will likely be a long lead
item. It will be necessary to release the site work and foundation / structural steel
work as one bid / contraction package that can begin work in July 2001. This will
necessitate completion of the bidding docnments in early May 2001. ODA will rake
the lead in developing the master schedule.

14. LARC had. prepared a preliminary plan of the main arena complex building as well as
a prelir~inary program. Discussion followed concerning design and constraction
issues.

15. LARC will continue to take the lead in developing the building plans and sections,
Both LARC and ODA will work on developing exterior images for the facility once
the basic overall size has been locked down. The common theme discussed for the
building image was a rural vernacular architecture inherent to Cabarrus County.

16. ODA will take the lead with building code research and coordination of consulting
engineers.

17. Ron Almond and Keith Pehl with Optima Engineering discussed options and
considerations for mechanical and electrical systems for the complex. Basic system
info~:~ation for the arena building was discussed in enough detail to provide LARC
with necessary program space required for equipment, etc. Optima will follow up
with a written summary.

January 22, 2001 - A.M.

18. Jill Brim with Concord Engineering discussed issues relative to overall site planning
and civil engineering issues.

19. Concord Engineering, under a separate contract, has been authoriZed to complete a
ground topographic survey of the site. They will work on establishing the tree line
along the northwest portion of the site first.

20. It will most likely be beneficial to "master grade" the site, even the areas undeveloped
in Phase I area, in an effort to mardm{ze cut / fill potential.

21. Jill will do some preliminary investigation into the following issues: location and size
of required storm water retention areas; driveway permitting procedures; parking
requirements.
