TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Frank Clifton, County Manager <br />James PoLk, Social Services Program Administrator <br />March 8, 2001 <br />Change l~om Electing to Standard County for Work First, Revisions to <br />Work First Plan, and Permission to Apply for Health Care Grant <br /> <br />I am writing on behalf of the Director of Social Services to request that the Board of <br />Commissioners take action at its meeting on March 19, 2001on the following items: <br /> <br />1) Change in Work First status from Electing to Standard: Because of State budget <br /> concerns, Jim Cook feels that there are too many risks involved in pursuing electing <br /> county status at this point in time. There are no guarantees from State officials that <br /> counties will not be required to fund additional costs, and if allocations to Electing <br /> counties run short, counties could be required to pay Work First benefit paymems that <br /> normally would be paid from state monies. WOW waivers would allow us to <br /> implement the same provisions to the Plan, without fear of f'mancial shortfalls. There <br /> is a change request that needs to be signed by the Chairman. <br />2) Revisions to 2001-03 Work First Block Grant Plan: DHHS officials have reviewed <br /> our Plan, and have recommended several changes. These changes are primarily in <br /> eligibility criteria and in the wording of the Plan. Deletions from the plan are <br /> · indicated by strikethroughs, and additions or changes are underlined. We feel that <br /> this does not have a significant impact on what we propose to accomplish. There is a <br /> Certification in Section XIX to be signed by the Chairman, as well as a copy of the <br /> revised 2001-03 Work First Block Grant Plan. Changes are found in the following <br /> areas, and these represent more than minor wording modifications: <br /> a) VII. Administration, Sec. A, page 15: we deleted that section, and replaced it with <br /> a statement that we will remain a standard county. <br /> b) VII. Administration, See. H, page I7: as a standard county, we will adhere to the <br /> State appeal procedure, and not develop our own. <br /> e) VIII. Eligibility criteria, section B. <br /> 1. Item 1, page 18: we were advised by State officials to delete this section, as it <br /> has been successfully challenged in court in other counties. <br /> 2.
