· Representing the local Employment Security Commission/JobLink Career Center: <br /> Mr. Tim Beam, Manager. <br />· Representing the area Workforce Development Board: Mr. David Hollars, the WDB <br /> Director for Centralina WDB. <br />· RepreSenting Cooperative Christian Ministry, a local organization which provides <br /> services and £mancial support to eligible families in need: Ms. Betty Jean Prewitt, <br /> Director. <br />· Representing the Cabarrus County Community Development Corporation, which is <br /> involved in IDA's, economic independence, and other community concerns: Ms. <br /> Louise Mack, Director. <br />· Representing Piedmont Behavioral Healthcare: Mr. Charles Hill, Director. <br />· Representing service recipients: Ms. Tasha Crespo and Ms. Talanya Weaks. <br /> <br />The Family Services Program Administrator, James Polk, serves as the facilitator for <br />the committee, and several agency staff provide Support and advise the committee. <br /> <br />The Work First Block Grant Planning Committee met on two occasions, September <br />15, 2000 and October 31, 2000. At the initial meeting, several aspects of the process <br />were covered. The committee was given its mission statement, as well as a brief <br />history of welfare reform, not only in North Carolina, but in Cabarrus County as well. <br />They were given a copy of the recommendations from DSS staffabout possible <br />changes in the plan to make it more workable, effective, and fair to all concerned. <br />Suggestions were received from them. These suggestions were incorporated in the <br />plan. Prior to the second meeting on October 31, the committee received a mail out <br />draft copy of the plan, and was ready to suggest modifications and clarifications to it <br />upon meeting. They gave final approval to the plan with the noted changes which <br />will go into it. A final copy will be sent to them, and it will be at located at several <br />places in the county for public comment prior to presentation to the Board of County <br />Commissioners in November. The committee will be kept advised as we prepare for <br />implementation, and we will continue to seek input from them about the plan. <br /> <br />Outcomes and Goals for Cabarrus County <br /> <br />A. Statewide Work First Goals <br /> <br />1. Reducing the Work First Caseload: The State's goal is for counties to reduce <br /> the Work First caseloads by 10%. Cabarms County currently has 81 adult cases, <br /> and is expected to reduce the caseload to 125 for the year. We have presently <br /> already exceeded this projection for reduction. <br />2. Putting Adults to Work: Cabarrus County has as its goal for FY 2000-01, the <br /> expectation that we will put 66 individuals to work during the year. <br />3. Staying Off Welfare After Going to Work: The Cabarms County goal is to <br /> keep 85% staying offwelfare after going to work. ' <br />4. Meeting the "All Families" Participation Rate: The goal for Cabarrus County <br /> is 45%. <br /> <br /> <br />
