5. Meeting the "Two Parent" Participation Rate: The goal for Cabarms County is 90%. 6. Avoiding Welfare Through Benefit Diversion: Cabarrus County's goal for benefit diversion is 28 during the fiscal year. 7. Increasing Child Support Orders and Collections for Work First Families: Cabarrus County has a goal of 406 child support orders and $3,156,399.00 in collections during the fiscal year. 8. Child Well-Being: Cabarms County's goal for child safety is 100% during the fiscal year. B. County Developed Outcome Goals: E!ee~ng Standard County 1. Prevention of Welfare Dependency: It is the goal of Cabarrus County to provide necessary services that prevent welfare dependency in 50% of the cases. The high cost of living in Cabarrus County, particularly in the area.of housing, is prompting us to use TANF money for larger benefit diversions. We plan to divert our potential applicants for cash assistance through the strengthening of these emergency assistance resources and other services available to them. 2. Increased Number of Individual Development Accounts (IDA's) Established to Assist Working Families: Cabarms County plans to assist 15 families with IDA's this year. Housing continues to be a great need in our county, and the IDA program will assist eligible families in securing affordable housing. 3. Securing Optimal Living Situations for Children in Child-Only Work First Cases: Cabarrus County sees a great need for ensuring that children are living in the most secure and caring situation possible. We plan to work to accomplish this on two fronts. One area is identifying children over the course of the year who can be assisted through adoption, guardianship, or legal custody with caretakers. Another area will be closely working with Child Support to better ensure that children in child-only cases have the financial support of the absent parents. We are setting a goal of establishing legal custody, guardianship, or adoption of children. 4. Provision of Financial Counseling for Anyone Applying for Work First or Emergency Assistance: Counseling provided will equal number of applicants during the year. 5. Improving Work First Eligibility Criteria: In many areas, we have examined eligibility criteria that we feel doesn't seem fair to some of the families that we serve, and puts them at an unfair disadvantage with other recipients. We have noted our plans to improve these through requested waivers in Section VIII of the plan. 6. Improving Transportation Resources: In order to best ensure that individuals secure employment and remain employed, it is imperative that we have the best transportation available for them during this time of transition. Our existing coordinated transportation system is presently unable to provide all the needed transportation to ensure this. The inability to do demand/response as well as late afternoon and non-routine hours greatly limits our ability to secure employment. We are working in several areas to better meet needs.
