2. Putting Adults to Work <br /> <br />a. How this goal will be met: Putting adults to work will be closely tied to <br /> reducing the Work First caseload. The New Focus Intake social workers, after <br /> assessing the client, will immediately direct them to one of the two contracted <br /> ESC staff members out stationed at the department. Anyone applying for <br /> Work First Cash Assistance will receive intensive employment services from <br /> one of the Employment social workers at the department. Depending on the <br /> how job ready the applicant is, they may be assisted by Grant Diversion, <br /> Community Work Experience or employment. Every incentive to increase the <br /> likelihood of employment will be provided when it is deemed necessary, as <br /> well as the promise of termination of the cash assistance check completely <br /> during the first month following a month in which they f~il to comply with the <br /> program without good cause. The combination of negative and positive <br /> reinforcements has and in our opinion will continue to be the best method <br /> possible to ensure success. <br />b. Activities and support to be provided: A wide range of activities and <br /> support will be provided to all potential applicants, applicants, and recipients <br /> of Work First. This not orfly includes financial assistance and child care, but <br /> also the support and mentoring of a social worker to assist the client in <br /> obtaining and maintaining a job. <br />c. Management of activities and support services: The Employment Unit, <br /> Day Care Unit, and Crisis Unit will have primary responsibility for managing <br /> the activities and providing support to the clients. <br />d. Location of activities and support services: These are primarily provided at <br /> the department, but can be outside, in the event that referrals to other agencies. <br /> and organizations are given by social work staff. <br />e. Documentation of progress toward goal: Cabarrus County will use state <br /> reports as well as internal data to document progress toward this goal. <br /> <br />3. Staying Off Welfare After Going to Work <br /> <br />a. How this goal will be met: Social work staff will monitor employment <br /> activities to ensure that there is the best possible chance of success. This <br /> involves checking on the client periodically to make sure that they are still on <br /> the job. Through a contract with United Family Services, we have a clinical <br /> social worker on staffwho specializes in job retention and mentoring of <br /> clients who are newly employed. Supportive service needs can still be <br /> provided to the client, even when they are already employed. <br />b. Activities and support to be provided: Counseling with clients is a primary <br /> support for employment. Even though it is non-financial, it is of utmost <br /> importance during the crucial time when they are newly employed and are <br /> facing their first few real crises on the job. Once the client is over the hurdle <br /> of new employment, they are more secure on the job, and less likely to quit <br /> <br /> <br />
