when there is a problem. They begin to network and make alternate
arrangements for support, such as transportation.
c. Management of activities and support services: The social worker and the
UFS clinical social worker are the primary players in this activity, They are
the managers of the newly employed client, and are charged with the task of
making certain that responsibility is instilled in the client.
d. Location of activities and support services: These activities are where they
are needed. They can be at the department, but not limited there. In many -
cases they are in the home and place of employment.
e. Documentation of progress toward goal: Cabarrus County will use state
reports to document progress toward this goal.

4. Meeting the "All Families" Participation Rate

a. How this goal will be-met: Due to Cabarrus County's way of doing business,
primarily with the New Focus, this has been a very difficult goal to meet. By
diverting 73% of clients from cash assistance application, we have diverted
the same number from Work First Employment Services. This leaves few
clients to participate in the program the required number of hours. In our
plan, we are recommending that the case terminate for cash assistance the
month following the month in which they fail to cooperate. Adequate notice
will be given to the client of the proposed action. It is hoped that we will be
able to reduce the number that count against us in the denominator. When
they were in pay for performance, even though they did not receive a check,
they continued to count.
b. Activities and support to be provided: The support for this goal comes
primarily from EmPloyment and UFS social workers who must emphasize the
importance of participating in employment activities for the required number
of hours each month. It must be conveyed that other activities, such as
training, volunteer work, etc., are as important as the job itself, and must not
be taken lightly. It must be also be emphasized that there are consequences,
as well as benefits, for participating or not participating as expected.
e. Management of activities and support services: Social work staff are
primarily responsible for managing the activities and making sure that clients
meet the "all family" participation rate. It is the feeling of our department,
however, that it is also a client responsibility, and that they must assume this
as a part of self support.
d. Location of activities and support services: The employment staff is
committed to working with the client wherever he/she is to ensure that all
barriers to participation are eliminated as completely as possible.
e. Documentation of progress toward goal: Cabarms County will use state
reports to document progress toward this goal.

5. Meeting the "Two Parent" Participation Rate
