a. How this goal will be met: Presently, all two parent families are diverted away from Work First Cash Assistance and are assisted with getting a job immediately. This will continue during the next fiscal year. In the event that they do receive WFFA, they will receive intensive employment service as quickly as possible to ensure 90% participation. b. Activities and support to be provided: Any and all supportive services available, such as participation expenses, EA, child care, etc., will be provided to enable the two parent families to become employed as quickly as possible. The services of social workers and ESC staff will be utilized up front. c. Management of activities and support services: The social work staff of the Employment and Crisis units, as well as ESC staff, will manage the support services and activities of the two parent families. d. Location of activities and support services: Most activities will take place at the department. However, in the case of two parent families, if necessary, the support ora social worker to ensure cooperation will be secured outside the department, in the home or workplace, e. Documentation of progress toward goal: Cabarrus County will use state reports to document progress toward this goal. 6. Avoiding Welfare Through Diversion Assistance a. How this goal will be met: Diversion Assistance is the natural course of events in Cabarrus County when we work with potential applicants for Work First Cash Assistance. Presently most potential applicants, 73%, are diverted using various methods and combinations of short-tem~ services. It is our goal for the next fiscal year ~ mn e!ect~ng county through waivers to allow Diversion Assistance to expand to cover up to $1,200.00. In Cabarrus County, the cost o'f living and housing are higher than in most surrounding counties. This expansion will allow us to divert more applicants than we normally would. Because we fe. el that this increase in spending level will enhance stabilization of housing and living expenses, it is our opinion that it will lend itself, in the long run, to better job retention and a better living situation for families. b. Activities and support to be provided: Along with an application for Diversion Assistance goes the responsibility for making wise judgements for the use of this money. Financial counseling will be required of those adults' receiving this benefit. Intensive social work and ESC support additionally will be provided to ensure success in employment for the adult in the household. c. Management of aetivities and support services: Management of this activity would fall on the Employment social work staff, who would assess for services and coordinate and arrange for financial counseling for the applicant. d. Location of activities: This would be managed at the department. e. Documentation of progress toward goal: Cabarrus County will use state reports to document progress toward this goal. 10
