a. How this goal will be met: Presently, all two parent families are diverted <br /> away from Work First Cash Assistance and are assisted with getting a job <br /> immediately. This will continue during the next fiscal year. In the event that <br /> they do receive WFFA, they will receive intensive employment service as <br /> quickly as possible to ensure 90% participation. <br />b. Activities and support to be provided: Any and all supportive services <br /> available, such as participation expenses, EA, child care, etc., will be provided <br /> to enable the two parent families to become employed as quickly as possible. <br /> The services of social workers and ESC staff will be utilized up front. <br />c. Management of activities and support services: The social work staff of <br /> the Employment and Crisis units, as well as ESC staff, will manage the <br /> support services and activities of the two parent families. <br />d. Location of activities and support services: Most activities will take place <br /> at the department. However, in the case of two parent families, if necessary, <br /> the support ora social worker to ensure cooperation will be secured outside <br /> the department, in the home or workplace, <br />e. Documentation of progress toward goal: Cabarrus County will use state <br /> reports to document progress toward this goal. <br /> <br />6. Avoiding Welfare Through Diversion Assistance <br /> <br />a. How this goal will be met: Diversion Assistance is the natural course of <br /> events in Cabarrus County when we work with potential applicants for Work <br /> First Cash Assistance. Presently most potential applicants, 73%, are diverted <br /> using various methods and combinations of short-tem~ services. It is our goal <br /> for the next fiscal year ~ mn e!ect~ng county through waivers to allow <br /> Diversion Assistance to expand to cover up to $1,200.00. In Cabarrus <br /> County, the cost o'f living and housing are higher than in most surrounding <br /> counties. This expansion will allow us to divert more applicants than we <br /> normally would. Because we fe. el that this increase in spending level will <br /> enhance stabilization of housing and living expenses, it is our opinion that it <br /> will lend itself, in the long run, to better job retention and a better living <br /> situation for families. <br />b. Activities and support to be provided: Along with an application for <br /> Diversion Assistance goes the responsibility for making wise judgements for <br /> the use of this money. Financial counseling will be required of those adults' <br /> receiving this benefit. Intensive social work and ESC support additionally <br /> will be provided to ensure success in employment for the adult in the <br /> household. <br />c. Management of aetivities and support services: Management of this <br /> activity would fall on the Employment social work staff, who would assess for <br /> services and coordinate and arrange for financial counseling for the applicant. <br /> d. Location of activities: This would be managed at the department. <br /> e.
