CASARRI~S

MEMORANDUM

To.'

Ron Aycock
Executive Director
North Carolina Association of County Commissioners

Date: March 14, 2001

Re: Mental Health Reform Efforts

Attached is correspondence from our local Mental Health Agency (Piedmont Behavioral Healthcare), a
four county coordinated program~ As you will note from the-attachments, there are concerns that the
current reforms before the legislature will disrupt what has been a satisfactory program locally.

The Cabarms' County Commission is concerned that the current refoim measures will undermine gains.
made locally in delivering mental health services. There is added c0ncem that the proposed changes
will also pass down program costs to the County. As you are well aware, counties have very limited
alternatives on where to find revenues to pay State mandates.

The County Commission meets again in fomxal session on March 26th. It is my expectation they will
take a formal stance opposing the current legislation as written. Hopefully, you can pass along their
concerns to those involved in the process.

Thanks for your assistance and efforts on behalf of Cabarms County.

FWC/dpl
Attachments
cc: Board of Commissioners
Dan Coughlin, Piedmont Behavioral Healthcare '
Representative Linda Johnson
Representative Bobby H.
