But <br />after talking with Bob this morning have decided to give you the generic stuff we've developed for all four <br />counties & our Board, etc. <br /> <br />So, attached are some documents we've developed around opposition to H.B. 381. <br /> <br />From what I've learned from our lobbyists & other sources close to the process in Raleigh, the fact of NCACC <br />coming out in support of this bill is a tribute to a masterful job of the writers (of H.B. 381) manipulating NCACC. <br />The strategy seems to have included leveraging the influence of a few county managers and commissioners who <br />are at odds with their Area Programs while, at the same time, managing to fly beneath the radar of many or most <br />co unties. <br /> <br />The upshot is, while there is broad opposition from many quarters (besides counties) to the governance piece of <br />the bill (the shift of cost & liability to counties), the perception in the legislature is that NCACC's support <br />represents the will of counties, in general. <br /> <br />To counter this, aggressive opposition needs registering w/not only NCACC, but, as well, key I~gislative leaders. <br />We're launching a parallel effort from the Board, staff, consumers, advocates & community leaders both locally & <br />statewide. <br /> <br />I hope the attached materials are useful. Will follow up to see if you need anything further from us. We are <br />providing these documents in hard copy for all 5 commissioners & Frank.
