42 <br /> <br /> Town Attorney Burgher reported that the Town Council had requested an <br />amendment to the Town's charter to allow the Town to use the Januazy 1, 2001 <br />tax roll to bill its 2000 taxes. He stated Senator Fletcher Hartsell and <br />Representative Jeff Barnhart have introduced the local lesislation. <br /> <br /> Mr. Blair Bennett, Deputy County Manager for Administration, and Ms. <br />Dawn MoRale, Tax ;%dministrator, discussed the issues associated with the <br />process of billing and collecting the Town's 2000 tax levy. The .Town's tax <br />bills must be issued by May 15 in order for the Town to qualify for any <br />shared tax revenues for the next fiscal year. Ms. McHals indicated that the <br />County could send out the Town's tax ~illa by May 15 if the ~eneral Assembly <br />approves the amendment to the Town's Charter. However, she did point out that <br />the Town's residents would receive two tax bills within a short period of <br />time since the tax hills for the current ynar will be mailed in July. <br /> <br /> ~ MOTION of Chairman Fennel, segonded By Comm/ssioner Privette and <br />unani~usly carried, the Board moved to support the Town of Midland'e request <br />for the North Carolina 6~neral ~se~ly to amend the To~'s C~arter to allow <br />the Town to use the January 1,. 2001 tax roll for billing the 2000 taxes. The <br />County will issue the 2000 tax bills for the TOwn of Midla~ based on the <br />January 1, 2001 tax roll, if the North Carolina ~eneral Asse~J~ly'approves the <br />lesislation. In addition, the County will provide sek-vices as necessary <br />through contracts with the Town of Michland to ensure that services are <br />provided to the citizens of Midland until they have adequate revenues to <br />support their own Town. The Town of Midland will act as its own appeals and <br />review board for the 2000 tax bills and will pay the standard 1.5 percent <br />collection fee and any addition~l costs, including postape and printing, <br />associated with the 2000 ts,x hilling. <br /> <br /> Town Coancil Me,er ~nitley expressed concern that the Midland fire tax <br />was included in the incentive plan for Coz~ing, Inc. <br /> <br /> %~ne meeting with the Midland Town Council ended, and the Council <br />Me,ers left the meeting. <br /> <br />Meeting with Concord City Council <br /> <br /> Mayor Georso W. Liles, ~yor of the city of Concord, and the Concord <br />city Council met in Joint session with the Board. The following City Council <br />members were present: Scott Padgett, Lamer Barrier, David Phillips, Allen <br />Small, Alfred Brown and Jim Bamseur. A~so present were Mr. Brian Hiatt, City <br />Manager; Mr. Gordon Bolo, City Attorney; and Mrs. Vickie Weant, City Clerk. <br /> <br /> Mr. Clifton gave a brief overview of the planned Expo Center to be <br />built et Highway 49 az~ Old Airport Road in the City of Concord. He asked <br />the City's assistance in addressing zoning issues associated with the project <br />and in resolving questions regarding water service to the site.
