Caharrus will reimburse Superlative within 30 days of <br /> receipt of invoice for any collateral promotional or marketing <br /> materials authorized to purchase for Cabarrus County. <br /> <br /> There was brief discussion regarding the proposal and the issue of <br />selling nsn~ng.rights for facilities. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board authorized the County Manager to enter into a <br />contract wi=h The Superlative Stoup, Inc. for the assessment, development and <br />sale of corporate sponsorships as outlined in the proposal. <br /> <br />~e~islative issues <br /> <br /> chairman F~nnel introduced discussion concerning the impact of the <br />State's budget' problems on Cabarrus County. aover~or Mike Easley Ms decided <br />to defer the April 30~ payment of the business inventory rei~ursement to <br />counties and municipalitiss. This $1.3 million payment to Cabarrus County <br />represents approxinuttely 1.5 cents on the County's tax rate. Legislation has <br />been introduced for an emergency appropriation of State funds to make the <br />April 30~ payment to local governments. However, there ia no guarantee that <br />the legislation will be approved. <br /> <br /> There was discussion about the continuing £~crease in both local and <br />State costa for ~he Medicaid program. Local funding for Medicai~ is expected <br />to increase by approximately $1.7 million for FY 2002. Board members and Mr. <br />Wayne Trexler, Chalru~n of the Social Services Boar~, discussed concerns that <br />no one is ~nitoring the Medicaid pro,ram and ~ua~y oE its users abuse the <br />program. According to ~tr% Trsxler, n~ny Medicaid recipients go to the <br />hospital emergency room for medical care rather than a doctor's office. <br /> <br /> Mr. Clifton' stated the proposed Mental Health refo~s could provide <br />more lo¢al control but would also increase local costs. Senator Hartsell <br />reported he had Been informed that the North Carolina Association of County <br />Co~n~ssionsrs (NCACC) and a majority of counties support the proposed changes <br />to the Manta1 Health system. <br /> <br /> After discuss~on, Board members expressed satisfaction with the local <br />Area Mental Health Pro, ram and ~enerally agreed they would like to be able to <br />retain the curreut program consisting of Cabarrus, ROwan, Stanl¥ and Union <br />counties. The Board by consensus asked Mr. Cli~ton to draft a letter to Mr. <br />Ron Aycock, Executive Director of NCACC, expressing concern about the <br />proposed Mental Health reforms, the i~act on the local Area Mental Health <br />Program and the potential for pro,ram costs or stulfundsd mandates' ~o be <br />passed to the counties. Chairman Fennel asked that a Copy of the letter be <br />sent to the other 99 COunties asking that they take similar action. <br /> <br /> ~r. Clifton asked the legislative delegation to support the relocation <br />of the North Carolina Department of Transportation 'salt dome' on Highway 49 <br />to a new site on stats-owned land on Stough Road. Tho City of Concord and <br />tho County are trying to acquire the Highway 49 property for a new fire <br />sCation and the ~ossible co-location of a County Emergency Medical SerVices <br />station. Acquisition of the proper=y would also provide needed access for <br />the County to develop the second phase of W. W. Flows Park. <br /> <br /> <br />
