Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Proposed Soccer Facility Agreement between Cabarrus County, <br />Cabarrus Soccer Association and the <br />City of Concord <br /> <br />The Lease Agreement for the proposed soccer complex at Stonewall Jackson <br />property between the State of North Carolina and Cabarrus County has been <br />completed. Since 1998, officials from the City of Concord, Cabarrus Soccer <br />Association, and Cabarrus County have met regularly to discuss this proposed <br />soccer complex. The first steP toward a partnership between these three <br />organizations is a formal agreement stating the details on operations, <br />maintenance, and construction for the proposed facility. <br /> <br />Included in the proposed agreement are the following major points: <br /> <br />1) CSA and the City of Concord will contribute $100,000 annually over a <br /> three-year period (total of $300,000 each) for the design and <br /> construction of the eleven-field soccer complex. The City and CSA will <br /> each contribute in annual, installments of $100,000 during the year, but <br /> no later than December 31 of each of the following years: 2001,2002, <br /> and 2003. <br />2) In exchange for the $300,000 cash contribution, CSA and the City will <br /> be allowed priority use of five (5) soccer fields each. "Priority use" <br /> means that the City and CSA receive the first option to use (or decline <br /> use) of any of their respective priority fields prior to another party <br /> obtaining authority to use such fields. <br /> <br /> <br />
