3) A planning committee, composed of three representatives (one each <br /> from CSA, the City and the County), will recommend operational <br /> guidelines for the complex and oversee the enforcement of such <br /> guidelines. <br />4) The County will maintain the master schedule approved by the <br /> committee and will be responsible for scheduling, reserving and <br /> coordinating of public use of the complex during all non-scheduled <br /> times. <br />5) The County will provide all necessary field complex maintenance <br /> associated with all fields including mowing, fertilizing and seeding. <br />6) The County will also provide all other general and customary <br /> maintenance service including litter pickup, trash pickup, cleaning and <br /> stocking restrooms. <br />7) The City and CSA will be responsible for providing all standard goals, <br /> bleachers, nets, corner flags, liner paint and any other soccer <br /> equipment or device of any kind or nature needed for their respective <br /> fields. <br />8) The City will be scheduling agency for the countywide recreational <br /> soccer programs for all City and County sponsored programs. <br />9) The City and CSA will not be assessed any fee for the use of the <br /> soccer complex fields. <br /> 10) The County agrees, absent circumstances beyond the control of the <br /> County, that the design and development of the complex shall be <br /> completed by the thirty-sixth (36th) month from the date the City, CSA <br /> and the County sign this agreement. <br /> <br />On April 12, 2001, the City of Concord Council approved the proposed <br />agreement.
