Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Consider Awarding General Construction Projects to Complete
Holding Irrigation Ponds, Irrigation System and Bermuda Sprigging
for Stonewall Jackson Soccer Complex and Associated Budget
Amendment

As directed by the Cabarrus County Board of Commissioners in their annual
2001 work retreat, Cabarrus County staff has develoiped an aggressive plan of
action for completing the soccer complex. To allow for Bermuda sprigging
planting for the 2001 year (May through July is prime sprigging time for
Bermuda), Cabarrus County must have in place prior to Bermuda sprigging the
following construction elements: grading, irrigation system, two holding irrigation
ponds, four irrigation wells, and electrical supply to wells/ponds/irrigation
systems. In Fiscal Year 2000-2001, the Cabarrus County Board of
Commissioners funded the site grading, erosion control, storm drainage and
gravel parking lots. The grading contractor, McWhirter Grading Company, was
instructed to complete the grading of [he four soccer fields on the east side of the
project by the middle of May. With the completion of these four fields, an
irrigation/sprigging contractor will be able to start on the first four fields by May.

All these items, such as irrigation system, holding ponds, wells, Bermuda
sprigging, and electrical supply are requested in Cabarrus County Fiscal Year
2001-2002 Capital Improvement Budget. If the Board of Commissioners wishes
to complete this project by Fall 2002, then these funds will need to be provided to
allow for construction in year 2001. The following are in consideration for
speeding up the project elements:
