AS part of that grant, the <br />North Carolina Commerce and Finance Center requires a rei~ursement policy for <br />any users corunecting to the water line other than the intended industries. <br />This would result in a $500.00 per lot connection fee for the subdivision. <br />However, Mr. Humphrey objects to the fee due to his donation of the 23-acre <br />parcel and contends he was not informed of the fee. Mr. Marshall reviewed the <br />proposed actions to resolve the subdivision and water line fee issues. Me <br />pointed out that the proposal would have to be approved by the Board of <br />Commissioners and the Water and Sewer Authority. <br /> <br /> NON HOTION of Chairman Fennel, seconded by Co~alssioner Freeman and <br />unanimously carried, the Board approved the following action concerning the <br />Rocky Meadows Subdivision aa proposed by Mr. Marshall: <br /> <br />1. Randy Mumphrey, Inc., complete the transfer of the 23-acre parcel to <br /> Cabarz~/s County. <br /> The Water and Sewer Authority of Cabarrus County (WSACC) transfers the <br /> escrow amount of $129,859.00 to Cabarln/s County in exchange for the <br /> transfer of 13 acres to WSACC. <br />3. Cabarrus County releases Randy Humphrey, Inc., from his obligated <br /> payment of $35,500.00 due to Cabarrus County and pays the State of Worth <br /> Carolina $35,500..00 for the State share of the cor~nection fee. <br />4. Cabarrus County retains $80,000.00 of the escrow amount (the expected <br /> cost of the 13 acres for WSACC) plus an amount equal to half of the <br /> connection fee paid to State ($17,750.00). Based on this the County <br /> will retain $97,750.00 of the escrow amount. <br />5. Cabarz~s County returns the remainder of the -escrow amount to WSACC. <br /> The amour returned would therefore be $32,109.00. <br /> <br />Stonewall Jaokson Soccer Co~lex <br /> <br />Proposed Soccer Facility A~reement between Cabarrus County, Ca30ar~s Soccer <br /> <br />Complex and the proposed Soccer Facility Agreement. Chairman Fennel pointed <br />and others who have worked on the project for a nuu%ber of years. <br /> <br />unanimously carried, the Board approved the following items concezning the <br />Stonewall Jackson Soccer Complex: (a) Approved the ~Agreement for Priority <br /> <br /> Specified Recreation Facilities <br /> <br />public recreation facilities and i~rovements; and <br /> WHEREAS, on or about the 23rd day of February, 2000, the County entered <br />in to a 25 year lease with the State of North Carolina (the 'Lease") for <br /> <br />approximately 11 new soccer fields and all necessary and attendant grading, <br /> <br /> <br />
