HARRISBURG AREA PLAN - GOALS AND RECOMMEDATIONS <br /> <br />Introduction <br /> <br /> The area plan is designed to be a tool for the effective management of growth and <br />development for the area. The plan is also designed to represent the overall concept of <br />development and the general pattern of growth, and to ensure the quality of development in the <br />study area. <br /> <br /> This plan has been formulated through cooperative efforts between Cabarrus County and <br />the Town of Harrisburg, and with considerable input from residents living in the area. The plan is <br />to be used as a general guide for land use decisions made by County and Town staffs as well as <br />elected and appointed officials. <br /> <br /> Three assumptions were formulated during the process of determining future land use and <br />recommendations. These assumptions are (1) that development should be served by adequate <br />public facilities and services, (2) that the design of the development will meet current and future <br />needs of the residents and businesses, and (3) that quality of life issues should not be <br />compromised but improved. <br /> <br />The discussion areas for this section are: <br /> <br /> Land Use <br /> · ' Residential Development <br /> · Employment Uses <br /> Mixed Use and Commercial Centers <br /> · Quality of Development <br />· Infrastructure <br /> · Transportation <br /> · Water and Sewer <br />· Public Facffities <br /> · Schools <br /> · Library <br /> · Recreation <br /> <br /> For each point above, the following discussion will provide a synopsis of current conditions, <br />recommendations for the future, as well as justification for the recommendations. It is intended <br />that this section, along with the Future Land Use Maps in Appendix A, be used when evaluating <br />development proposals in the planning area. The Future Land Use Maps depicts the general land <br />use of the study area 10 to 20 years in the future. The following text serves as an explanation of <br />the map and how the land use pattern on the map will ultimately occur. <br /> <br /> <br />
