General Goals for the Harrisburg Planning Area

This plan sets goals and makes recommendations for growth and development in the
Harrisburg area. The plan's vision for the area is expressed through the following goal
statements:

Maintain a balanced land use mix by expanding employment opportunities in
existing employment areas and reserve vacant land for new employment
centers.

· Direct new growth to areas that are already served by adequate public utilities in
order to maximize the return on those public investments.

Enhance the Town's position as the prominent service, entertainment, and
employment center for residents in the surrounding area and encourage new
development that creates a 'sense of place' for the residents of the Town.

· Identify land for new public facilities such as parks, greenways, schools, and
other local government facilities. ._

· Encourage new residential development that is diverse in type and that places
emphasis on quality while maintaining affordability.

Focus new eommerciai development in mixed-use centers instead of allowing
development in a strip pattern. New developments should be accessible to both
the pedestrian and motorist. All new developments should strive to improve the
appearance of the surrounding community.

· Direct new residential growth to areas within the Town of Harrisburg and its
ETJ instead of outlying areas south of Rocky River Road..

Pay careful attention to the future development of land around the unbuilt 1-485
and Rocky River Road interchange and along the recently improved Highway
24/27 corridor.

· Encourage the development of alternative transportation facilities in the
planning area, including pedestrian, bicycle, and express transit facilities.

· Preserve significant historic structures in the planning area.
