Residential development goals: <br /> <br />· Maintain low to medium density suburban style development around the Town of Harrisburg <br /> and areas south of Highway 24/27. <br />· Target areas south of Rocky River Road and Highway 24/27 for open space and agricultural <br /> preservation. Cluster style neighborhoods would be appropriate in this area. <br />· Permit the development of medium and higher density housing within the Mixed Residential, <br /> Town Center, and Village Mixed-Use districts. The design of proposed multi-family and <br /> single-family attached projects is an important factor that should be considered by potential <br /> developers. <br />· New residential development should be directed to areas already served by public water and <br /> sewer. <br /> <br />Specific Recommendations: <br /> <br />· Land zoned MDR (medium density residential) and LDR (low density residential) should be <br /> rezoned to allow for open space preservation. <br />· Rezone the County's MDR zoning district between Rocky River Road and the Town of <br /> Harrisburg's ETJ to match the permitted densities in the Town's ETJ. <br />· Add a new conditional zoning district to the Town's Zoning Ordinance in accordance with <br /> the goals of the Mixed Residential district. The new district will require a design review <br /> process for higher density housing projects. <br />· Create a new tool in the Harrisburg zoning ordinance to permit cluster developments. These <br /> developments would preserve open space by providing opportunities for the creation of <br /> recreation based neighborhoods (such as a golf course community). <br /> <br />Employment Uses <br /> <br /> The projected population increases will bring <br />additional pressure to enhance the employment <br />opportunities within the Harrisburg area and surrounding <br />communities. In fact, without new employment <br />oppommities the population boom will surely slow. This <br />need for new employment opportunities will require local <br />government to reserve areas that are well suited to <br />industrial and office development. <br /> <br />Local Employment <br /> <br /> Retail trade is an important aspect of the local economy. In 1998 there were fifty-one <br />commercial uses in the Harrisburg area, forty-six of which were located in the Town. The majority <br />of these establishments are located along Highway 49 and are laid out in a strip commercial manner. <br />The retail shops in operation in Harrisburg are mostly small in size and designed to serve the local <br />population. None of the retail stores are large employers (i.e., employ more than twenty-five <br />persons). <br /> <br /> Of even greater importance to local employment are the area's industrial (manufacturing <br />wholesale distribution, NASCAR/mce-related) establishments. The largest industrial establishments <br />account for 1,451 local jobs (Table 4). <br /> <br /> 14 <br /> <br /> <br />
