within this area. It is expected that the area will continue its emphasis on race-related industries <br />in the future. With the future construction of the Caldwell Road extension from Highway 49 to <br />Hudspeth Road the vacant land near Mallard Creek will become more accessible. The area is <br />located 2 lA miles from Interstate 85 via the 4 lane divided Speedway Boulevard. This area also <br />needs water and sewer improvements as well as upgrades to the road system to support future <br />development. <br /> <br />Future Employment Areas - Plan Recommendations <br /> <br /> To provide expanded employment opportunities for area residents and to maintain a low <br />tax rate and to expand the tax base of the Town and Cabarrus County it is the goal of this plan to <br />assist existing employers with planned expansions and to attract new employment uses to the <br />planning area. Several factors will assist with the development of this goal: I485, Highways 49 <br />and 24/27, Norfolk Southern and Aberdeen, Carolina, and Western rail lines, and Lowe's Motor <br />Speedway. <br /> <br /> The proposed land use map shows the existing employment areas and areas currently <br />zoned industrial as the Industrial district. The Future Employment district shows areas reserved <br />for future employment growth. These areas are reserved for the development of industrial, <br />research, large office, and warehouse/distribution uses. On a limited basis, the Future <br />Employment district may be used for the development of mixed use residential and employment <br />developments. A likely candidate for this type of project may be the 1485 and Rocky River Road <br />Interchange. <br /> <br />General Goals: <br /> <br />· Reserve land along the Norfolk Southern and Aberdeen, Carolina, and Western rail lines for <br /> industrial and warehouse/distribution uses. <br /> Heavier industrial uses and uses that include outside storage in the Industrial and Future <br /> Employment districts should be well buffered from the view of adjacent residential districts <br /> and public rights-of-way. <br />· Non-industrial development in the Future Employment district should be of high quality that <br /> requires minimal screening and that enhances values of adjacent residential areas. <br />· Plan for and provide pedestrian, bicycle, and transit access to major employment centers <br /> within the planning area. <br />· Analyze areas reserved for employment for future infrastructure needs and include in capital <br /> improvement programs. <br /> <br />Area Recommendations: <br /> <br />Pharr Mill Road, Mulberry Road, and Blackwelder Road: Given the surrounding <br />residential and institutional land uses heavy industrial users should be contained within the <br />area identified as the Industrial District. Additional heavy industrial rczonings will not be <br />supported beyond the limits of the Industrial District. Land further down Mulberry Road, <br />between Rocky River and Coddle Creek should be reserved for new employment uses. Clean <br />light industrial uses, research facilities, and larger office uses are appropriate for this area. <br />The existing 100 year flood plain boundary should be maintained in a natural state to provide <br />buffering between thc Future Employment District and existing and future residential areas. <br />As this area serves as thc western gateway into the Town of Harrisburg, a strcetscape <br />improvement plan should be implemented for this portion of the Highway 49 corridor. <br /> <br /> <br />
