Highway 49 and Shamrock Rd: With its location along the heavily used Norfolk Southern <br />rail line land near the intersection of Highway 49 and Shamrock Road shall be reserved for <br />new employment opportunities. Land should only be rezoned upon application by the land <br />owner or their agent and the applicant should be encouraged to submit a special use rezoning <br />application to ensure all uses and each project's design are compatible with the surrounding <br />area. Uses should be well designed and carefully screened to maintain an attractive <br />sWeet,scape along Shamrock Road. Clean light industrial uses, distribution/warehouse uses, <br />and research facilities are appropriate for this area. <br /> <br />Lowe's Motor Speedway: With the intense use of the speedway dominating the surrounding <br />land this area is reserved for industrial uses. Race related industries are encouraged to locate <br />in this area. Mallard Creek's 100 flood plain should serve as a natural buffer between <br />existing and future residential areas and existing and future industries in this area. As this is a <br />gateway into the Town uses fronting on Morehead Road should be well designed and well <br />landscaped. <br /> <br />Highway 49 from Mecklenburg County to Morehead Road:-Several light industrial users <br />are already located along this stretch of Highway 49. A few tracts of vacant land remain on <br />this corridor and these should be reserved for additional employment uses. In addition, <br />Builders First Source (formerly Builders Supply and Lumber) has moved from their site on <br />the corridor to their new site on Caldwell Road. This site should be evaluated for a rezoning <br />to an industrial or office category and the property owner should seek support from Cabarrus <br />County Economic Development to find a new tenant for the existing buildings. With the <br />exception of existing commercial uses, commercial zoning districts along this portion of the <br />Highway 49 corridor should be evaluated for industrial or office zoning categories. In <br />isolated cases, some commercial zonings could be supported for those uses that serve the <br />employees along this portion of the corridor. This corridor serves as a major gateway into the <br />Town and Cabarms County from Charlotte and Mecklenburg County, as such careful <br />attention should be paid to the design and landscaping of uses along this portion of the <br />corridor. <br /> <br />1-485 and Rocky River Road: With the new interchange at 1485 this portion of Rocky <br />River Road will serve as additional gateway to the Town of Harrisburg and southeastern <br />Cabarrus County. With its improved accessibility to the interstate system this area should be <br />reserved for a mixed employment and residential center. Minor retail and service uses should <br />also be permitted at this location so long as their primary service area are the employees and <br />residents of the immediate area. This intersection should not be allowed to develop as a retail <br />power center.. Office uses, research facilities, and office/warehouse facilities are compatible <br />uses for this location. The Town and County should examine ways to extend sewer service to <br />this area, including the possibility of serving the area with Charlotte-Mecklenburg Utilities. <br />Consideration should be given for planned and existing land uses in Mecklenburg County. <br />Staff should explore ways to cooperate with Mecklenburg County on the development of land <br />around this interchange. <br /> <br />Highway 24/27: While there are some minor developments along this section of Highway <br />24/27, the large majority of land along this corridor is vacant. At this time zoning along the <br />corridor is Limited Commercial. A zoning change to an industrial district is supported by this <br />plan. Development is currently limited by the availability of water and sewer. The proposed <br />Tri-County treatment plant will be required to provide gravity sewer service to this area.
