82 <br /> <br /> A second public hearing for Petition C01-01(R) will be advertised for <br />the May 21'= Board meeting. <br /> <br />ReqUest by Ooumb~ Veterinarians to Increase the Rabies Vaccination Fee from <br /> <br />~7.00 to ~10.00 <br /> <br /> The Board received the written request from local veterinarians to <br />increase the amount charged at area rabies clinics from $7.00 to $10.00. The <br />veterinarians wrote that they felt, with inflation and rising costs, that it <br />was time to raise the rabies vaccination fee that had been in effect for more <br />than five years. No veterinarians were present for the meeting. <br /> <br /> Chairman Fennel made a motion, seconded by Vice chairman Carry/th, to <br />increase the rabies vaccination fee at area rabies clinics from $7.00 to <br />$10.00 as requested by local veterinarians. <br /> <br /> Lt. Joe Shue of the Cabarrus County Animal Control spoke in opposition <br />to the proposed increase. He reviewed the North Carolina General Statutes <br />regulating the establishment of eotmty rabies vaccination clinic fees, the <br />County's cost of approximately $.77 per rabies vaccination and a comparison of <br />rabies clinic prices for surrounding counties. Finally, Lt. Shue stated in <br />his opinion the proposed $10.00 fee was too high and would prevent persons on <br />fixed incomes from taking their pets to get the rabies vaccinations. <br /> <br /> Chairman Fennel withdrew his motion to approve the fee increase. Vice <br />Chairman Carruth withdrew his second to the motion. <br /> <br /> The Board took no action, and the fee for rabies vaccinations at county <br />rabies va¢cin~tion clinics remained at $7.00. <br /> <br />Presentation of the Proposed Fiscal Year 2002 Cabarz~s Count~ Budget; Betting <br />the ~ublic Mearin~ and ScheduLe for Budget Work Sessions - Frank Clifto~ <br /> <br /> Mr. Clifton presented the proposed Fiscal Year 2002 Cabarrus County <br />Budget. ~he proposed county general f~nd budget for FY 2002 totaled <br />$135,764,853.00 with the current county ta~ rate of $.56 proposed to remain in <br />effect for FY 2002. It was noted the proposed FY 2002 Budget appropriates <br />approximately $20 million of unobllgated accumulated reserves as a revenue <br />source to fund one time capital e~penditure or exceptional items. Mr. Clifton <br />reviewed a nun~er of FY 2002 Budget highlights, including such items as the <br />State's fiscal problems, Pillowtex Bankruptcy, Educational F~nding; Highway 49 <br />Exposition Project; Convention Center - Hotel Project; Economic Development <br />Inoentives - Cabarrus County Economic Development Corporation; Employee <br />related issues; Medicaid Funding - Local Share; Road Construction - <br />Improvement Activities; Mental Health Services i Proposed State Legislative <br />Changes/Impacts; Water and Sewer Long-Term Capacity Requirements; and <br />Recreational Opportunities - Park Construction Projects. <br /> <br /> UPON MOTION of Commissioner Frivette, seconded by Vice Chairman Carruth <br />and %ulanimously carried, the Board set the public hearing for the proposed FY <br />2002 Cabarrus County Budget at 7:00 p.m. (or as soon thereafter as persons may <br />be heard) on Monday, May 21, 2001, and approved the following schedule for <br />budget work sessions: April 24 and 30; May 3, 14, 15, 22, 24, 29 and 31; June <br />4, 11, 25 (if reguired) and 26 (if required). Work sessions will begin at <br />6:30 p.m. and will be held in the Multipurpose Room at the ~overnmental Center <br />on each Of the scheduled dates. <br /> <br />Criminal Justice Partnership Advisory Board <br /> <br />IEPONMOTION of Commissioner P~ivette, seconded by Contmissioner Suggs and <br />unanimously carried, the Board approved the following reappointmsnts to the <br />Criminal Justice Partnership Program Advisory Beard for terms of three years <br />ending April 30, 2004: Wesley Seamon (Juvenile Court Counselor); William <br />Adams (At Large); Patrick Quinn (At Large}; James Foster (Moving from Defense <br />Attorney position to victim of Crime position): Ronda Powell <br />Frobation/Parole); and Judge Donna H. Johnson (District Court Judge). <br /> <br /> Commissioner Freeman questioned ~esidency requirements for members of <br />appointed boards and coum~ttees. He pointed out that Patrick Quinn is not a <br />resident of Caharrus County. There was brief discussio~ concerning the <br />desirability of appointing County residents to volunteer boards and <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Anna Hood to replace Patrick <br />Quinn as an at-large member on the Criminal Justice Partnership Program <br />A~visory Board. Ms. Hood's three-year term of appointment will end on April <br />30, 2004. <br /> <br /> <br />
