I~A <br /> <br />MEMORANDUM <br /> <br />To: Board of Commissioners <br />From: Blair Bennett <br /> <br />Date: April 4, 2000 <br /> <br />Subject: Audit Contract <br /> <br />Proposals for the audit of Cabarrus County financial records were solicited by Cabarrus County <br />and received until March 24, 2000. In the proposal we requested interested fa-ms to meet with us <br />informally from March 7 - 10 to discuss questions or ~tetails they might have concerning the <br />audit. We bnly had one firm, Deloitte & Touche that requested a .meeting, however they declined <br />to submit a proposal. We received three proposals as listed below for audit services for fiscal <br /> <br />year 2000. <br /> Cherry, Bekaert & Holland, LLP <br /> McGladrey & Pullen, LLP <br /> Potter & Company, PA <br /> <br />$33,000 <br /> 75,000 <br /> 25,000 <br /> <br />We also requested and received proposals for extended contacts for fiscal years 2001 and 2002 <br />as follows: <br /> Cherry, Bekaert & Holland, LLP $34,000 $35,000 <br /> McGladrey & Pullen, LLP 78,750 98,000 <br /> Potter & Company, PA 25,500 25,500 <br /> <br />The Department of State Treasurer compiles a listing of auditors by county and the current fees <br />associated with those contracts. In a review of that file, most counties our size pay in excess of <br />$50,000. However, Cabarms County staff prepares the entire report, inclusive of schedules, <br />footnotes, supplemental data and printing costs. Many counties are paying extra because the <br />audit firm prepares the entire report. We have checked references on all three firms and for the <br />most part, received favorable responses. Depending upon which particular regional office <br />handles the audit contract; certain personnel sent out to do the audit work were appraised at <br />various levels by references checked. <br /> <br />I will be available at the Board of Commissioners meeting to handle any questions or concerns <br />that may arise.
