CCTS,Laidlaw Transit <br />Service in March,2001. The expiration of the current contract is June 30,2001. <br />Current rate structure is a single service unit based on mileage. The current rate $1.47 <br />per mile(includes a fuel costs escalator sur-charge). <br /> <br />Negotiations in April,2001 prod~aced a proposed contract rate structure from the <br />contractor, Laidlaw Transit Service based on mileage rate charges ranging from $2.41 <br />cents per mile down to $1.87 cents per mile.(scale costs include costs associated for <br />enhanced hourly pay and introduction of company provided health and vacation <br />benefits.Initial impact is 9.0 cents per mile decreasing to 6.0 cents per mile as the service <br />performed increases.) <br /> <br />Proposed contract enhancements to employee packages and the costs associated are in <br />response to be competitive in the job market and improve retention and tenure of the <br />human service driver staff. Cabarms County School bus driver criteria for pay and <br />benefits was used as a baseline for solution for recruitment and retention. <br /> <br />Based on the need for a broader perspective on the Service/Costs relationship to manage <br />CCTS a (RFP) Request For Proposals to operate CCTS was issued May,2001. <br />There were 9 Respondents resulting in'4 Respondent Service proposal/bid packages <br />submitted. 1 Respondent qualifies under Federal guidelines for (DBE) Disadvantaged <br />Business Enterprizes classification. <br /> <br />Interviews of Respondents were held June 12,2001. COACH USA TRANSIT <br />SERVICES was selected based on Service Proposal to tender a contract proposal to <br />operate CCTS for a period beginning July 2,2001 thru June 30,2001. <br /> <br /> <br />
