Rate/Bid Proposal negotiations June 13,2001 produced a Service Volume/Mileage tier <br />rate structure for the operation of CCTS. This gives an incentive for the Contractor to <br />perform as the Primary Service Provider of the approximately 80,000 trips contracted by <br />the Cabarms County agencies listed as participating in the consolidated system serviced <br />by CCTS. <br /> <br />COACH USA Bid/Proposal based on a Service Volume/Mileage Tier initiates at $1.87 <br />cents per mile up to 299,999 miles servicing 44,776 county agency human service trips <br />The Tier's rate structure reflects the economy of scale in co-ordinated trip management. <br />Rates per mile go down as miles of Agency and Community Service trips go up. Costs <br />per trip to County Agencies will decrease accordingly creating budget reserves to service <br />their growing demand for more trips.(Attachment C.) <br /> <br />The current CCTS / Laidlaw Services contract as it oPerates now ($1.47 cents per mile <br />averaging 300,000 miles estimated) would cost Cabarrus County at this m'mimal Service <br />$441,000.00 producing only 41,682 Service Units for the County Agencies during the <br />2001/2002 fiscal contract period. <br /> <br />The "enhanced" CCTS/Laidlaw Services contract if continued began at ($2.41 cents per <br />mile) $723,000.00 for the same 300,000 miles of Service. The employee Pay/Benefit <br />Enhancement package does not justify a $282,000.00 increase for the same level of <br />Service to County Agencies. <br /> <br />The "enhanced" CCTS/COACH USA proposed contract rate ($1.87 cents per mile) based <br />on the same 300,000 miles of Service cost $561,000, a difference of $162,000.00. <br />COACH/USA Service Proposal/Bid package "realistically" mirrors the costs experience <br />of the baseline model Cabarms County Schools bus operation. <br /> <br />The budget increase costs of CCTS/Operating Services contract will be $121,000.00 or <br />$2.61 per Human Service trip to allow for the development of the "enhancements" key to <br />a professional CCTS operation and the mobility management partnering of Cabarrus <br />County with the CCTS contractor. This increase in costs per trip will be fully absorbed <br />under the Service Tier at the 500,00 mile of Service mirroring the current CCTS/Laidlaw <br />trip costs of $10.65 while producing 24,000 additional service trips to Cabarrus County <br />Human Service Agencies contracted with CCTS. <br /> <br />The 23% CCTS contract costs increase will produce a SeA, ice increase to the Cabarrus <br />County Human Service Provider Agencies a 13% increase in trip availability producing <br />capacity for 5,200 additional service trips. <br /> <br />Exhibits:A Service Proposal <br /> B Cost/Bid Proposal <br /> C.Proposed CCTS/COACH USA CONTRACT - 2001/2002 <br /> <br /> <br />
