June 7, 2001

Cabarrus County Commissioners
c/o John Day
65 Church Street
P. O. Box 707
Concord', NC 28025

Re: CJPP Recommendation for Service Provider

Dear Members of the County Commissioners:

The Advisory Board of the Cabarrus County Criminal Justice Partnership Program
(CJPP) voted on May 11, 2001, to recommend a service provider for fiscal year 2001-
2002. There were two service providers who responded to our request for proposal,
namely, Carolina Addiction and Recovery Environment (CARE) and Piedmont Recovery
Services. With 13 advisory board members voting, two by proxy, the outcome was 11-2
in favor of recommending Carolina Addiction and Recovery Environment (CARE).

CARE is a substance abuse outpatient treatment facility located at 11 Union Street South,
Concord, North Carolina. It is a facility that will provide assessments, intensive
outpatient treatment, regular outpatient treatment and individual treatment to defendants
who have received intermediate sanctioned punishments by the Court.

The executive director of CARE is Debra Knox. She currently has a staff of two plus
herself. The Advisory Board feels very confident that CARE will provide the citizens of
Cabarrus County with an excellent community resource for substance abuse treatment.

Please present this recommendation for Cabarrus County's service provider at the June
2001 County Commissioneis meeting. If you have any questions, please contact me at
704-782-0824.

Sincerely,

Ronda W.
