121 <br /> <br />DRAFT <br /> <br /> There was no one present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br />UPON ~OTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board agreed to relieve BOC, Inc. from its <br />obligation to locate a facility beside Corning in Midland and approved the <br />amendment to remove BOC from the original CDBG-Economic Development grant <br />application for the Corning/BDt water line project. <br /> <br />Close Out of the Cornin~ Community Development Block Grant - Economic <br />Development P=oject - Public Hearin~ - 6:30 p.m. <br /> <br /> Mr. Bob Stark, Consultant, reported the Community Development Block <br />Grant (CDBG) Economic Development grant (98-E-0483) project to provide a <br />second source of water for Corning had been completed. The grant awarded to <br />the County was $1 million and the project was expected to cost $3 million. <br />However, Mr. Stark stated the project came in under budget and the following <br />funds were expended: State - $685,408.14; City of Concord - $657,345.55; <br />Cabarrus County - $1,398,878.00. The savings will be turned into the State. <br />Corning had agreed to spend $300 million to build a facility and hire <br />people, of which 61 percent would be low to moderate income persons. Mr. <br />Stark advised that Corning has spent almost $1 billion and hired over 500 <br />people. <br /> <br /> At 7:18 p.m., Chairman Fennel opened the public hearing to close out <br />the Corning CDBG Economic Development grant and asked if anyone wished to <br />address the Board regarding the close Out of the project. The Notice of the <br />Public Hearing was published in THE INDEPENDENT TRIBUNE on June 7, 2001. <br /> <br /> There was no One present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br /> UPON ~OTION of Chairman Fennel, seconded by Co~unissioner Privette and <br />unanimously carried, the Board voted to close out the Corning CDBG Economic <br />Development grant project (98-E-0483]. <br /> <br />Communit~ Development Block Grant Infrastructure Grant A~lication - Public <br />Hearin~ - 6:30 p.m. <br /> <br /> Mr. Stark stated this is the second public hearing in regards to the <br />Community Development Block Grant ICDBG) Infrastructure Grant program, which <br />provides water and sewer systems to low and moderate income neighborhoods. <br />The project area for the County's proposed Infrastructure Grant application <br />includes the Moss Drive Community off Poplar Tent Road and homes on either <br />side of Shiloh Church Road off Highway 73 West. The water line project is <br />being done in conjunction with the cities of Concord and Kannapolis and will <br />provide for the installation of water lines along portions of Cox Mill Road, <br />Poplar Tent Road, Harris Road, Highway 73 West and Shiloh Church Road. The <br />tota$ cost of the project by the two cities will probably exceed $2 million, <br />and the County's application could be as much as $530,000.00 to serve the two <br />project areas. The cities will be providing the local share for the grant and <br />letters are expected from the Mayors of Concord and Kannapolis stating the <br />money will be available from their general funds if the project is funded. <br /> <br /> At 7:25 p.m., Chairman Fennel opened the public hearing concerning the <br />proposed CDBG Infrastructure Grant application and asked if anyone wished to <br />address the Board regarding the proposed project to install water lines and <br />connect some 40 low and moderate income families. The Notice of the Public <br />Hearing was published in THE INDEPENDENT TRIBUNE on June 7, 2001. <br /> <br /> Mr. Bherrill Laney, resident of Miller Road in Kannapolis, questioned <br />the participation by the City of Kannapolis in funding water lines to the <br />area off Highway 73 West. He stated this area is located some distance from <br />the city limits of Kannapolis. <br /> <br /> Mr. Clifton eKplained that the area north of Highway 73 West is located <br />within the Kannapolis service area. He stated the cities of Concord and <br />Kannapolis are working to bring additional water into the county from <br />Mecklenburg County. Through the grant process, it will be possible to expand <br />services to the two communities that do not have water service. <br /> <br /> Mr. Stark explained the CDBG Infrastructure Grant application process <br />and the County's efforts to secure funding to get water and sewer to the low <br />and moderate income families in the two project areas. <br /> <br /> <br />
